BACKGROUND

 

On November 12, 2019, the Planning Board held a study session and provided feedback to the applicant on the Design Review application for the 69 residential buildings that will be constructed on the site.  This study session followed several prior meetings of the Planning Board in the past year that resulted in approval of a 4.5-acre Waterfront Park and Development Plan, Density Bonus, and Tentative Map for 357 residential units, 5,000 square feet of commercial space, internal roadways and alleys, parks and open space on the 17.2 acre site.

 

On November 25, 2019, the applicant submitted revised Design Review plans for the 69 residential structures based on the comments received from the Board on November 12, 2019. The revised Design Review plans are attached as Exhibit 1. 

 

DISCUSSION

 

Since the November 12th Planning Board meeting, the applicant has been working with their architectural consultants to revise the Design Review plans to respond to Planning Board and staff comments. The major changes to the plans since November are described below.  The three architectural building types consists of “Compass” 7-plex buildings, “Landings” stacked flats, and “Breeze” detached single-family homes.

 

Compass:

 

1.                     Stone Material: The Board requested the applicant include accents of stone material on the rear elevations of the 7-plex buildings in order to provide additional change of material. In response, the design now incorporates stone material siding on the rear elevation of the 7-plex Compass buildings.

 

2.                     Roof line material: The Board requested clarification of the roof line trim above the Compass buildings. In response, the applicant included notes on the material in the revised plans.

Landings:

1.                     Windows on Front Elevation - The Board requested the applicant revise the windows at the center stairway on the second, third and fourth levels to include a muntin pattern consistent with the other windows on the building. In response, the applicant revised the window design to provide muntins consistent with the rest of the windows on the building.

 

2.                     Metal Panel Clarification - The Board requested clarification of the metal material used to construct the backlit metal panels and roof deck railings. In response, the applicant has included notes on the materials used in the revised plans.

 

 

Breeze:

 

1.                     Plan 1A - The Board recommended simplifying the elevations by eliminating one of the material types used in the design.  In response, the applicant revised the design to remove the stone material around the vertical columns on the ground floor.

 

2.                     Plan 2A - The Board recommended revising the elevations to incorporate a material from the first and second story into the design of the third story of the building. In response, the applicant revised the design to include stucco material on the third story in order to provide a compatible design throughout the building.

 

3.                     Plan 2B - The Board recommended the applicant revise the cornice of the building to provide a consistent roof line. In response, the applicant provided a revised design that meets the Board recommendation.

 

Waste Collection Plan:

 

The applicant provided the attached waste collection plan (Exhibit 2) that has been approved by the Public Works Department and Alameda County Industries. The plan requires minor modifications to the landscape plan for the central open space in the residential development and the northwest corner of the western greenway to provide additional hardscape. A condition of approval requires the final details for the landscape plan to be approved by the Planning Director prior to issuance of building permits.

 

Conclusion:

The revised plans address the Board’s comments and improve the design of the residential buildings. The improved designs provide for a visually appealing neighborhood that is compatible with the surrounding area and consistent with the Alameda Landing Waterfront Development Plan, and the Alameda Landing Master Plan. Staff is recommending that the Planning Board approve the draft Resolution (Exhibit 3) approving the Design Review application for the Alameda Landing Waterfront Residential development.

 

ENVIRONMENTAL REVIEW

On December 5, 2006, the City Council certified the Final Supplemental Environmental Impact Report for the Alameda Landing Mixed Use Development Project (“2006 Supplemental EIR”, a Supplement to the 2000 Catellus Mixed Use Development Project EIR) in accordance with the California Environmental Quality Act (CEQA) (State Clearinghouse #2006012091).  The City has prepared several addenda to the 2006 SEIR in 2007, 2008, 2012, and 2017.

 

On October 14, 2019, the Planning Board found that the Development Plan, Density Bonus, and Tentative Map applications for 357 residential units, 5,000 square feet of commercial space, internal roadways and alleys, parks and open space on the 17.2 acre site would not result in any additional impacts or more severe impacts than those disclosed in the 2006 EIR. 

 

RECOMMENDATION

 

Hold a public hearing and approve the draft resolution of approval (Exhibit 3) for Design Review Application No. PLN19-0368 to allow the construction of 69 residential buildings within the Alameda Landing Waterfront Mixed-Use Development site.
