BACKGROUND

On July 10, 2018, the City Council approved the Alameda Marina Master Plan, which established requirements for the development of a mixed use plan for the Alameda Marina site that includes up to 760 multifamily housing units, up to 250,000 square feet of commercial and maritime commercial space, approximately 3.59 acres of shoreline open space, and a 530 slip marina. 

 

On October 14, 2019, the Planning Board approved the Development Plan and Design Review application for the first phase of the Master Plan project “Wrap A,” which consists of construction of the first multi-family residential building that now includes 360 multi-family units and 8 Work/Live units.

 

DISCUSSION

The applicant is requesting an initial review and comments on the proposed design for the second phase of the project, which includes 182 townhomes.    The plans for the second phase of the Alameda Marina Master Plan were submitted to the City one day before the release of this report (Exhibit 1).  Therefore, staff has not had time to review the plans for completeness or consistency with the Alameda Marina Master Plan or City Design Review Manual.  For this reason, staff is not recommending approval of the plans at this time.  Staff is recommending that the Planning Board provide initial comments to the draft plans.  The Board’s comments will be helpful to both the applicant’s design team and to staff as the applicant and staff continue to work to improve the design.  

 

PUBLIC NOTICE

This agenda item was advertised in the Alameda Sun and public notices were posted as required by the Alameda Municipal Code.  No public comments have been received as of the writing of this staff report.

ENVIRONMENTAL REVIEW

On July 10, 2018, the City Council certified the Final Environmental Impact Report (EIR) for the Alameda Marina Master Plan in accordance with the California Environmental Quality Act (CEQA) (State Clearinghouse #2016102064).  A study session without an action by the Planning Board is not a project subject to CEQA; however, the proposed Development Plan and Design Review for a 360-unit multi-family building implement the Master Plan and do not change the environmental impacts already disclosed in the EIR.  

RECOMMENDATION

Review and comment on the initial draft of the Alameda Marina Phase II Design Review and Development Plan application (Exhibit 1).
