Lisa Foster, Transportation Planning Manager, provided several updates (*0:50).

Danielle Mieler, Sustainability & Resilience Manager (*5:30), discussed an potential infrastructure bond on the ballot. She gave an update on her work and community outreach on ongoing projects.

 

Jim Strehlow (*8:16) discussed the Cross Alameda Trail and how it was still obstructed at the end of Clement at Grand. He wanted to know when it would be open for cars. Why is it still closed? He also discussed planters at West Atlantic and Ardent; a truck had to swerve to make the turn, he had to go into another lane to make the turn. He said it was due to the traffic circles.

There was not a quorum to vote on the minutes and the minutes were moved to the next meeting.

6-A 2026-6029- Accept the West Alameda Transportation Demand Management Association Annual Report for 2025 (Action)

 

Rochelle Wheeler, Senior Transportation Coordinator, introduced this item and gave a presentation (*13:34). The staff report and attachments can be found:

Public Comment for 6-A

 

Jim Strehlow (*33:38) didn’t feel that the numbers made a lot of sense and wanted more detailed information and asked it that information was getting to the businesses. He wanted more information on what was being done to get this information out there and what was being done to get people to participate.

 

Mitch Ball, via Zoom (*35:03), discussed his and his co-workers’ experience with the Alameda Landing TDM programs and how they benefited and what were some restrictions. He also gave detailed suggestions on how to get more people to use public transit.

 

Arsh Hothi, via Zoom (*38:28), General Manager of the Alameda Transportation Management Association. He discussed his background and gave insight into questions that had come up.

Commissioner discussion started at the 40:55-minute mark in the video.

 

Chair Weitze made a motion (*1:09:04) to Accept the West Alameda Transportation Demand Management Association Annual Report for 2025. Vice Chair Suthanthira seconded the motion, and the motion passed 5-0, with Commissioner Gloyne and Nachtigall absent.

 

6-B 2026-6030 - Review and Discuss Program Concept for a Three-Year Bike Share Pilot in West Alameda (Discussion)

 

Susie Hufstader, Senior Transportation Coordinator, introduced (*1:09:34) this item and gave a presentation. The Staff Report and attachments can be found:

Public Comment for 6-B

 

Jim Strehlow (*1:26:32) had many safety questions from “What about helmets?”, “Are there police concerns?” and “Is there an age limit?”. He also questioned what would happen if a person needed to make a stop and he brought up concerns over past behavior. Would bikes be left in places and would there be a service truck going around to service these bikes. He also brought up concerns about bike safety/ laws education.

 

Arsh Hothi, via Zoom (*1:29:43) discussed a letter of support that the Alameda TMA gave for this program.

Vice Chair Suthanthira (*2:00:47) shared how her family had been enjoying biking on the Cross Alameda Trail.

 

Chair Weitze (*2:01:42) shared how great the roundabouts on Central was for cars.
