C. UPDATES
Central Avenue Project
The Central Avenue Safety Improvements project will begin construction at the end of January and is expected to be completed in 2026. The City is preparing communications regarding construction phasing and traffic diversions, especially for students and caregivers at Paden Elementary and Encinal Jr. Sr. High School. When constructed, the Central Avenue project is expected to improve safety for all street users and to reduce vehicle delays. The project includes a road diet with two motor vehicle travel lanes, a two-way left-turn lane as a center lane, and bikeways; three funded roundabouts at Main/Pacific/Central, Third/Taylor/Central, Fourth/Ballena/Central; and resurfacing, improved bus stops, enhanced pedestrian crossings, and street trees/raingardens.

Oakland Alameda Water Shuttle Pilot
In December, the Water Shuttle carried 6,488 passengers and 995 bicycles. Since launching on July 17, the Water shuttle carried over 51,000 passengers, with an average daily ridership of 444. In early 2025, the team is planning its first rider survey to inform potential spring schedule modifications and future service planning.
The water shuttle is operating with the same schedule through the winter. In January, the project team will add custom window coverings on half of the boat to make for a more comfortable ride in bad weather. For this pilot service, we are unable to add covered waiting areas to the shuttle stops, unfortunately. Shuttle runs are occasionally cancelled when the operator feels it’s unsafe to operate (usually due to winds), in which case an alert is sent to the SF Bay Ferry's BayAlerts for Route OAS - Oakland Alameda Water Shuttle.

Neighborhood Greenways
The public comment period closed on December 20 on the Pacific Ave Neighborhood Greenway draft concept plan, after multiple events, surveys, and an interactive web map. The staff and consultant team are reviewing this feedback and developing a bid package to construct the first section of this Neighborhood Greenway, Pacific Ave from Lafayette to Oak. In early 2025, the staff/consultant team will begin outreach and planning for the San Jose/Morton and Versailles Neighborhood Greenways.

RESHAP / West Midway Development
Permits have been issued to the developer to begin infrastructure improvements associated with the 26-acre site. The first phase of work will require the closure of West Midway from Orion Street to Pan Am Street for approximately 9 months while utility and roadway improvements are built to support the RESHAP project. Staff, working with the developer, has developed a traffic handling plan for the 4-year project to ensure continued access for businesses and residents at Alameda Point. Specifically, road detours will be in place to direct traffic from the intersection of Willie Stargell Ave and Main Street to the intersection of Tower Ave and Pan Am Way at all times.
Highway Safety Improvement Project: Construction is progressing on this grant-funded pedestrian safety project which upgrades four intersections with signal improvements, enhanced crosswalks and paint and post bulb-outs to improve visibility and shorten crossing distances. The intersections include Santa Clara / Grand, Otis / Willow, Otis / Park, and Fernside / San Jose.
