EXECUTIVE SUMMARY
In an effort to align the Rent Program Director’s work hours and compensation with both external and internal comparators, the City Attorney recommends that the City Council adopt the proposed revised salary schedule increasing the Rent Program Director’s work week from 37.5 hours to 40 hours and providing for an approximately 8% increase in the overall salary range.
BACKGROUND
In 2022, City Council directed the City Attorney to transition the Rent Program from the Housing Authority to the City Attorney’s Office. As part of that transition, the City Attorney recommended, and City Council concurred, that staff salaries remain generally consistent between the Housing Authority and the City of Alameda (City). City Council further directed the City Attorney to enter into an executive employment agreement with the Rent Program Director, providing for employee benefits comparable to other City Executive Management Employees (“EXME”)
As part of the City’s ongoing equity review of all Executive Management/Department Head positions, staff has reviewed the Rent Program Director’s position both externally (by reviewing comparable positions at the Housing Authority) and internally (by comparing with Department Director positions generally). This review showed that the Rent Program Director position is now approximately 8% below comparable positions at the Housing Authority and internal fellow Department Directors.
Additionally, in a separate but related Staff Report, the City Manager has recommended moving Department Directors within the EXME group from a 37.5 hour work week to a 40 hour work week.
DISCUSSION
In an effort to align the Rent Program Director’s work hours and compensation with both external and internal comparators, the City Attorney recommends that City Council adopt the proposed revised salary schedule. This new salary schedule increases the Rent Program Director’s work week from 37.5 hours to 40 hours and provides for an approximately 8% increase in the overall pay range.

The Rent Program is entirely funded by the Rent Program Fund. There are sufficient funds within the Rent Program fund to accommodate this proposed adjustment.

• Approve the resolution as recommended.
• Adjust the proposed resolution.
• Reject the proposed resolution.
FINANCIAL IMPACT
There are sufficient funds in the Rent Program fund to accommodate the proposed adjustment.

This action is consistent with the City’s Strategic Plan, Project No. GOV7 (“Review and update employee classification specifications”).
ENVIRONMENTAL REVIEW
This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.
CLIMATE IMPACT
There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.
