Brief description of the subject to be printed on the agenda, sufficient to inform the City Council and public of the nature of the referral:
This referral addresses regional actions to evaluate the ramifications of the historic ban on trucks over 4.5 tons on I-580 between Grand Avenue in Oakland and Foothill Boulevard in Hayward. Recently Caltrans partnered with the City of Oakland and the Bay Area Air District to evaluate how removing the existing truck weight restriction on I-580, commonly referred to as the I-580 truck ban, would affect safety, reliability, and efficiency along the I-880 and I-580 corridors. This Resolution outlines the City of Alameda support for the I 580 Truck Access Study and directs staff to work with study partners to expand the project study area to include all impacted parts of Alameda.
The City Council approved a Strategic Plan on November 21, 2023, which established the following 5 priorities:
A. Enhance Community Safety & Services
B. Build Resilience to Climate Change & Water Level Rise
C. Invest in Transportation, Infrastructure, Economic Opportunities & Historic Resources
D. House All Alamedans & End Homelessness
E. Practice Fiscal Responsible, Equitable & Inclusive Governance
Briefly describe which Council priorities the subject falls under and how it relates:
+ENHANCE COMMUNITY SAFETY AND SERVICES

The Caltrans Interstate 580 Truck Access Study (<https://dot.ca.gov/caltrans-near-me/district-4/d4-projects/d4-580-truck-access-study>) may lead to changes that will improve the commute and travel experience for Alameda residents, workers, and visitors traveling on Interstate 880. The resulting changes would also support a more equitable decision-making process for handling regional pollution and transportation impacts, particularly in collaboration with our neighbors in East Oakland.
