EXECUTIVE SUMMARY
Staff recommends approval of an agreement with True Blue Automation Services (TBA) to provide on-call electrical maintenance services for a not to exceed amount of $75,000 per year, for a total amount not to exceed amount of $375,000 over a five-year term. All work under this agreement will be limited to funds already appropriated and available for the specific project or task assigned. Because this is an on-call contract, actual expenditures will depend on the level of need; if services are not required, no work will be requested.
BACKGROUND
The City of Alameda (City) uses on-call maintenance service agreements for specialized work that City staff cannot perform in-house and to supplement capacity during periods of high demand. The City currently requires on-call electrical maintenance services for various facility capital and maintenance projects.
Typical work includes the full range of electrical maintenance services including emergency and non-emergency troubleshooting, diagnosing and repairs, maintenance and repairs for lighting systems, electrical distribution systems, support for safe-off and energizing systems for retrofits and capital projects, and periodic inspection services for City infrastructure projects, buildings, facilities and programs.
DISCUSSION
On September 26, 2025, the City issued a Request for Proposals (RFP) for on-call Electrical Maintenance Services.
City staff received six Statement of Qualifications (SOQ) after a submittal period of 25 days. Staff reviewed each firm based on the proposal packages submitted. The proposals were evaluated on years of professional experience, letter of interest, relevant experience, including local experience, responsiveness to the RFP, fee structure, client references, and overall completeness of their proposal and project approach. Bonus points were given for being an Alameda Local Business.
Based on the results of that evaluation, staff selected TBA as the firm that would best meet the City’s needs. Staff recommends awarding TBA a five-year agreement in an amount not-to-exceed $75,000 per year, for a total not-to-exceed amount of $375,000. The term of the contract begins on February 1, 2026, and ends on June 30, 2030. See Exhibit 1 for the proposed agreement.
ALTERNATIVES
• Award the agreement as recommended by staff.
• Modify the scope or authorized amount of the agreement.
• Do not award the agreement. Failure to award the agreement would delay critical electrical inspections, maintenance, and repairs, and may place City facilities at risk because this work cannot be completed by in-house staff.
FINANCIAL IMPACT
Work performed under this agreement will be funded by the Capital Improvement Program, Project C41000 or the Facilities Maintenance Internal Service Fund, depending on which program needs the Electrical Maintenance services. The total budget for the contract over the five-year term is not to exceed $375,000; however, the actual amount expended will be based on actual need. City Council appropriated sufficient funds in the Fiscal Year 2025-27 Biennial Budget to support this contract. Future years are subject to City Council budget approvals. There is no additional impact on the General Fund other than through cost allocation for the Buildings Internal Service Fund (Fund 603).

This action is consistent with the City’s Strategic Plan priorities to enhance community safety and services and invest in City infrastructure. This action does not affect the Alameda Municipal Code.
This action is subject to the Levine Act.

RECOMMENDATION
Authorize the Interim City Manager to execute a five-year service provider agreement in an amount not to exceed $75,000 per year for a total not to exceed $375,000 to True Blue Automation Services.
