EXECUTIVE SUMMARY
Graphic design is essential for the City of Alameda’s (City) external marketing and outreach communications. These services are vital for creating Economic Development websites, social media, and marketing materials. Since 2017, Jose Fernandez has provided valuable graphic design services to multiple City departments, including the City Manager’s, Base Reuse and Economic Development. This proposed agreement is a new contract that provides graphic design services for thirty-six months through June 30, 2029.
BACKGROUND
The City continues to have a need for graphic design services in support of outreach and marketing efforts. With the written approval of the City Manager, City staff selected Mr. Fernandez on a sole source basis, based on his previous experience providing high quality graphic designs as well as website creation and maintenance.
DISCUSSION
Mr. Fernandez has been instrumental in key City campaigns like Restaurant Week and Shop Local. He is also currently involved in the development of an Alameda Point website as well as Choose Alameda, an Economic Development website geared towards attracting new businesses and investment to Alameda.
The Agreement (Exhibit 1) includes the scope of work for Mr. Fernandez’s professional graphic design services. This includes on-call services to be used by the City Manager Department as well as the Base Reuse and Economic Development Department. Mr. Fernandez has been a trusted and reliable City provider of professional graphic design services since 2017. The previous three-year contract for Mr. Fernandez was for $25,000 annually. The proposed three-year agreement includes a 5% annual increase.
The proposed compensation structure is as follows:
• Fiscal Year (FY) 2025-26: Total compensation not to exceed $29,750
• FY 2026-27: Total compensation shall not exceed $31,237.50 (5% increase)
• FY 2027-28: Total compensation shall not exceed $32,799.38 (5% increase)
The total Compensation over the 36-month term of the agreement will not exceed $93,786.88.
ALTERNATIVES
• Authorize the City Manager to execute the service provider agreement.
• Authorize the City Manager to execute a revised service provider agreement.
• Do not authorize the City Manager to execute the service provider agreement.
FINANCIAL IMPACT
The cumulative cost over the thirty-six month period is not-to-exceed $93,786.88, with costs paid on an ongoing basis. Funds for this agreement are included in the City Council approved Fiscal Year 2025-27 Biennial Budget (10061810-52010). Funding for Fiscal Year 2027-28 is subject to City Council approval during the next Biennial Budget.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
The City’s Economic Development marketing and outreach activities are based on the Economic Development Strategic Plan and continue to support and move forward the strategies.
This action is subject to the Levine Act.
ENVIRONMENTAL REVIEW
This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.
CLIMATE IMPACT
There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.
RECOMMENDATION
Authorize the City Manager to execute a Service Provider Agreement with Jose Fernandez for professional graphic design services for 36 months for a total compensation not-to-exceed $93,786.88.
