EXECUTIVE SUMMARY

 

Staff is recommending that City Council designate Adam Politzer, Interim City Manager, Abigail Thorne-Lyman, Base Reuse and Economic Development Director, Alesia Strauch, Base Reuse Manager, Francisco Torres, Jones Lang LaSalle, and Len Aslanian, Assistant City Attorney, as the real property negotiators for a potential sale of property located at 1190 West Tower Avenue (Building 11), which will allow them to meet with City Council in closed session to discuss price and terms related to lease of the premises in a manner compliant with all applicable laws and to represent the City of Alameda (City) in negotiations with a public or private party.

 

BACKGROUND

 

Building 11, located at 1190 West Tower Avenue, is a 110,000 square foot hangar that is currently vacant, and is physically connected to three additional hangars, Buildings 400 and 400A (which are owned by the Navy and operated by the City under the Lease in Furtherance of Conveyance or LIFOC agreement), and Building 12, the ground floors of which are leased to Google and Saildrone.  Building 11 was formerly leased to Google/Makani and has been vacant since 2023.  City Council elected in October 2023 not to proceed with a lease for the building with Science Corp.  The building was discussed at the January 16, 2024 City Council meeting, where City Council provided direction on desired uses and the leasing strategy. Additionally, at the January 20, 2026 City Council meeting, the City Council supported the concept of exploring a sale of the Building 11, 12, 400 complex. A sale does not preclude a lease, as the building can be sold with tenants, and staff are still working to explore the mechanics of a sale as well given the complexities with City fee ownership and the LIFOC.

 

DISCUSSION

 

Under Government Code Section 54956.8, Title 5, Division 2, Part 1, Chapter 9, City Council must identify, in an open and public session, the real property negotiators for negotiation of the price and terms concerning real property, such as the Premises. Staff is recommending that City Council approve Adam Politzer, Interim City Manager, Abigail Thorne-Lyman, Base Reuse and Economic Development Director, Alesia Strauch, Base Reuse Manager, Francisco Torres, Jones Lang LaSalle, and Len Aslanian, Assistant City Attorney as the real property negotiators for the lease for the premises, which will allow them to meet with City Council in closed session to discuss price and terms for this property in a manner compliant with all applicable laws and to represent the City in negotiations with a public or private party.

 

The City received interest from Poseidon Aerospace to lease the property.

 

ALTERNATIVES

 

                     Approve Adam Politzer, Interim City Manager, Abigail Thorne-Lyman, Base Reuse and Economic Development Director, Alesia Strauch, Base Reuse Manager, Francisco Torres, Jones Lang LaSalle, and Len Aslanian, Assistant City Attorney as real property negotiators for the Premises.

                     Identify other staff as negotiators.

                     Choose not to negotiate price and terms related to the Lease with Poseidon Aerospace for the premises, and thus do not identify negotiators.

 

FINANCIAL IMPACT

 

There is no financial impact from the approval of real property negotiators.

This action is consistent with the Alameda Municipal Code.  This action is subject to the Levine Act.

 

ENVIRONMENTAL REVIEW

 

This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.

 

CLIMATE IMPACT

 

There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.

 

RECOMMENDATION

 

Approve Adam Politzer, Interim City Manager, Abigail Thorne-Lyman, Base Reuse and Economic Development Director, Alesia Strauch, Base Reuse Manager, Francisco Torres, Jones Lang LaSalle and Len Aslanian, Assistant City Attorney as the real property negotiators for the lease of the premises located at 1190 West Tower Avenue.
