Zoning Administrator and Design Review Recent Actions and Decisions

Since the last regularly scheduled Planning Board meeting, the following applications have been reviewed by staff, and public notices have been sent to solicit neighborhood input.  Decisions on these applications will be made on the dates noted below, which typically coincides with a Planning Board meeting date.  Staff will provide an update at the Planning Board meeting during Staff Communications if changes to the status of any project occur.  Decisions become final unless a member of the public files an appeal during the 10-day appeal period immediately following the decision date.  The Planning Board or City Council may also call for review a staff decision during this appeal period.  All appeals and call for reviews will be heard the Planning Board.

 

Zoning Administrator Hearing Items

 

PLN16-0311 -839 Lincoln Avenue - Administrative Use Permit - Applicant: Michael Zhang. A public hearing to consider a Use Permit to convert one residential unit into two residential units on the second floor of a mixed-use building pursuant to Alameda Municipal Code 30-4.8.c.1, which requires a Use Permit for residential units above the ground floor. The building will consist of two commercial tenant spaces on the ground floor and two residential units on the second floor. The project will add two additional parking spaces in the rear of the property to accommodate the new residential unit. No exterior modifications are proposed to the building. The property is located within the C-1 (Neighborhood Business) zoning district. This project is categorically exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15301 - Existing Facilities.

PLN16-0291 - 951 Marina Village Pkwy - Administrative Use Permit - Applicant: Milton Folas for Prosperity Investments.  A public hearing to consider a Use Permit to allow the operation of a fitness center at the Marina Village Shopping Center.  The proposal also includes allowing the fitness center to have extended hours, operating 24 hours a day, 7 days a week.  The property is located at Marina Village within the M-X, Mixed Use Planned Development District. This project is categorically exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15301 - Existing Facilities.

 

PLN16-0304 - 2526 Santa Clara Avenue, Unit A - Administrative Use Permit - Applicant: Russel Rasmussen for Craft Beer & Wine, LLC. A public hearing to amend Use Permit no. UP01-0034 and make a determination of public necessity and convenience to add the sales of spirits for off-premises consumption to an existing craft beer and wine store use. The property is located within the C-C, Community Commercial District.  This project is categorically exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15301 - Existing Facilities.

PLN16-0266 1545 Benton Street (Action Date 7-25-16)

 

The project involves a two story addition of 692-square-feet at the rear of an existing two story, three unit residence. The addition will be to unit C. The overall height of the addition will be twenty six feet and four inches (26’-4”). The addition will include a terrace on second floor of the south side elevation.  The project involves adding fourteen new windows with trim to match the existing. Pursuant to AMC 30-5.7 (k) and (l) if applicable, the addition will continue an existing legal nonconforming setback of four feet and eight inches 4’-8” in order to achieve a uniform design and compatibility with the existing structure. The property is listed on the Historical Buildings Study List with an S designation.

 

PLN16-0246 1024 Buena Vista Avenue (Action Date 7-25-16)

 

This project consists of a new one-story single family residence at the rear of an existing one-story single family residence. The new second unit will be 587-square-feet with an overall height of sixteen feet and one inch (16’-1”). The second unit will incorporate architectural features to match the existing main residence, including a gable roof with wood braces and exposed rafter tails, a covered porch and wide wood siding to match the existing residence. The project will include nine (9) new windows with wood trim to match the existing main residence. The project will add two new parking spaces for a total of four off-street parking spaces. The project is located within the R-2 (Two-Family Residence) zoning district.

 

PLN16-0258 2625 Buena Vista Avenue (Action Date 7-25-16)

 

The project consists of an approximately 89 square foot second story addition and an approximately 283 square foot first-story deck located at the rear of an existing single-family residence. The proposal also includes the removal of two windows and the addition of seven windows around the home. All new materials and windows will match the existing building. The property is located within the R-2, Two-Family Residence zoning district. The property is listed on the Historical Building Study List with a “B” designation.

 

PLN16-0303 2070 Clinton Avenue (Action Date 7-25-16)

 

The project involves modification of an existing T-Mobile telecommunications facility on the roof of Alameda Hospital. Changes include installation of three new antennas up to 8 feet in height, replacement of existing equipment cabinets, and minor modification to cables and other small equipment. Because this application is to replace equipment on an existing cellular antenna tower, by Federal law the City must approve the application.

 

PLN16-0318 1533 Gibbons Drive (Action Date 7-25-16)

 

The project involves the addition of a dormer in the rear of the second story to accommodate a new bathroom. Also included are replacement of a second-story casement window in the front and replacement of an attic vent with a new casement window in the rear. There will be no change to the building height or footprint. A total of 13 square feet will be converted from attic space to accommodate the new bathroom.

 

RECOMMENDATION:

 

Staff recommends that the Planning Board accept this report.
