DRAFT MEETING MINUTES OF THE
CITY OF ALAMEDA PLANNING BOARD
MONDAY AUGUST 24, 2026
1. ROLL CALL
The meeting was called to order at 7:00 p.m.

Present: President Cisnero and Board Members Hom, Tsou, and Wang
Absent: Vice President Ariza and Board Member Ruiz

Board Member Tsou made a motion to approve the Consent Calendar and Board Member Hom second the motion. A vote was called (*2:43) and the motion passed 4-0 with two absences (Ariza and Ruiz).
5. REGULAR AGENDA ITEMS
5-A 2026-6240 - PLN26-0281 - 1150 & 1220 Harbor Bay Parkway -- Public Workshop #2 on Proposed Sports Facility. Applicant: Lydia Tan for Oakland Roots and Soul Sports Club. Public workshop to discuss permitting the Oakland Roots and Soul to host professional soccer matches for up to five years at their headquarters and training facility in the Harbor Bay Business Park adjacent to the Oakland International Airport. The project would include installing modular stands and temporary facilities to host approximately 24 matches with up to 8,000 attendees and several smaller sporting events annually. CEQA Determination: This is a public workshop, and no approval or other action will take place at this meeting. The Use Permit and Design Review application (Project) is subject to the California Environmental Quality Act, and environmental review will be considered at a later meeting before any action is taken on the Project.
Brian McGuire, Planner III, introduced (*3:14) this item and gave a presentation with the consultants (noise and traffic) for the project. The staff report and attachments can be found at:

Public Comment for item 5A
John De Boer (*1:09:42), Bay Farm resident, was in favor of the Roots/Soul using the facility on Bay Farm for games. He discussed all the benefits to the community and to families and said this would be a positive addition to Alameda.
Harry Konstantopoolos (*1:11:28), Business Agent for Local 107, was supportive of this use and wanted to be part of the collective bargaining agreement. He discussed more about the union he represented and other opportunities that they could be more involved with the Alameda Community.
Ronald Canfield (*1:13:30) resident of Bay Farm and was in the direct path of the sound. He thought this was not a proper location for this type of use. He had concerns on the overflow parking and how that would disturb the neighborhood. He said many of his neighbors had the same concerns and hoped that this project did not move forward.
Roberto Llames - filled out a speaker slip but did not speak.
Kathy Weber (*1:16:32) Executive Director with the Downtown Alameda Business Association, was there to support the Oakland Roots & Soul use of this facility for games. She discussed how this would support all businesses in Alameda. She was confident that all issues would be addressed by the Roots/Soul Organization and the City.
Madlen Sadek, via Zoom (1:18:42) President and CEO of Alameda Chamber Economic Alliance, was there to give support to this use. She discussed all the outreach and planning that the Oakland Roots & Soul had done.
Joe Ernst, via Zoom (*1:21:08) discussed his involvement with the Business Park and strongly supported this use. He believed this would be a great business opportunity for the Business park, local hotels and to the community in general. He hoped that this use would be approved.

Oral Report - Future Public Meetings and Upcoming Planning, Building and Transportation Department Projects
Steven Buckley, Planning Services Manager, discussed (*1:38:00) Recent Action and Decisions. He then discussed the agenda for the September 14th meeting and said that there would be new Planning Board Members on that day.
There were no public comments.
7. BOARD COMMUNICATIONS
President Cisneros said that she would be out at the 9-14-26 meeting.
Board Member Wang asked about the status of the Short-Term Rental Ordinance. Manager Buckley gave a status update (*1:41:39) on that and the ADU Ordinance.
Boad Member Hom asked about the status of the art installation for the Harbor Bay Park (*1:42:26). Manager Buckley gave a status update.
Board Membre Tsou asked about the shopping center at Harbor Bay. Manager Buckley discussed (*1:44:47) information for that area.
