EXECUTIVE SUMMARY
On October 1, 2024, City Council awarded a contract to Power Engineering Construction in the amount of $867,713, which included a 10% contingency, for the removal of accumulated sediment from the South Shore lagoon system, specifically Lagoon 5, repairs and maintenance of the Lagoon System Outfall, and installation of a steel safety grate. The improvements executed under the subject contract are complete in accordance with project plans and specifications. Staff recommends City Council acceptance of the work.
BACKGROUND
On October 1, 2024, City Council awarded a contract to Power Engineering Construction in the amount of $867,713, which included a 10% contingency, for the South Shore Lagoon 5 Dredging and Lagoon System Outfall Maintenance Projects. The Lagoon 5 Dredging portion of the project consisted of removing the accumulated sediment from Lagoon 5 of the South Shore lagoon system. The Lagoon System Outfall Maintenance portion of the project consisted of removing accumulated sediment from the concrete culvert and channel outfall area, removing rip-rap in the surrounding area, removing and patching unsound concrete, and erecting a new steel safety grate on the culvert. This allows improved functioning of the lagoons for recreation for the residents of the South Shore and Gold Coast neighborhoods, and improved storm water retention and treatment for the city’s storm drainage system during the rainy season.
The dredged material was dried, loaded into trucks, and hauled to suitable disposal sites that accepted the material.
The project scope was expanded during construction to include restoration of the shoreline walking path in the immediate vicinity of the fishing pier above the concrete channel that was damaged during the intense winter storm events. The additional scope of work was completed within the contract contingency amount.
DISCUSSION
The project took place between November 2024 and February 2025 in order to minimize disturbance of the lagoons and lagoon water quality, and to meet permit requirements. On March 11, 2025, Public Works staff performed a final inspection of the public improvements. The improvements executed under the subject contract are complete in accordance with project plans and specifications. Staff recommends City Council acceptance of the work.
ALTERNATIVES
• Accept the improvements completed by Power Engineering Construction for the project as presented.
• Remand the project back to staff for further consideration and evaluation of the completed improvements.
FINANCIAL IMPACT
The Lagoon 5 Dredging Project was budgeted in Capital Improvement Program (CIP) No. C34000 Lagoon Maintenance. C34000 is funded by construction improvement taxes and funds from the Alameda West Lagoon Homeowners Association (AWLHOA).
The Alameda West Lagoon System Outfall Maintenance Project was budgeted in CIP No. C35000 Shoreline Maintenance. C35000 is funded by the Tidelands fund. There is no cost sharing with AWLHOA for the outfall work.

There is $31,869.10 of funds remaining in CIP Fund C34000 - Lagoon Maintenance and $28,745.40 of funds remaining in CIP Fund C35000 - Shoreline Maintenance for use in future projects.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with General Plan policy CC-32 to continue to preserve and maintain all lagoons as natural habitat as well as an integral component of the City’s green infrastructure network and flood control system.
ENVIRONMENTAL REVIEW
An addendum to the 2014 CEQA Initial Study and Mitigated Negative Declaration for the City’s Dredged Material Management Plan dredging was issued for the project and was approved by City Council on October 1, 2024. The US Army Corps of Engineers Nationwide Permit and California Regional Water Quality Control Board 401 Water Quality Certification were issued for these projects.
CLIMATE IMPACTS
Construction materials and equipment temporarily increased greenhouse gas emissions during construction. At this time, we lack the tools to quantify the estimated emissions.
RECOMMENDATION
Accept the work of Power Engineering Construction for the Lagoon 5 Dredging Project and the Lagoon System Outfall Maintenance Project (P.W. No. 07-24-21).
