DRAFT MINUTES

 MEETING OF THE

CITY OF ALAMEDA PLANNING BOARD

MONDAY, MARCH 10, 2025

 

1.                     ROLL CALL   

The meeting was called to order at 7:00 p.m.

* Members of the public can participate in person or remotely via Zoom.   

 

Present: President Cisneros, Board Members Ruiz, Hom, Saheba, Tsou and Wang.

Absent: Vice President Ariza.

Board Member Ruiz made a motion (*1:58) to approve the Consent Calendar. Board Member Wang seconded the motion with the amendment to correct the date. A vote was taken and the motion carried 5-0, Board Member Tsou abstained due to his absence at the February 24th meeting.

 

5.                     REGULAR AGENDA ITEMS

5-A 2025-4845

Public Hearing to Consider Making a Recommendation to City Council to Adopt the 2025 Climate Action and Resiliency Plan (CARP) Mid-Cycle Update and Endorse the 2024 Annual Report. This action is exempt from review pursuant to CEQA Guidelines Section 15308 (Actions by Regulatory Agencies for Protection of the Environment)

 

Allen Tai, Planning Building & Transportation Director, introduced (*3:14) Danielle Mieler, Sustainability & Resilience Manager, who gave the presentation. The staff report and attachments can be found at:

Board Member Hom made a motion (*23:46) to recommend to City Council to Adopt the 2025 Climate Action and Resiliency Plan (CARP) Mid-Cycle Update and Endorse the 2024 Annual Report. Board Member Tsou seconded the motion. A vote was taken and the motion carried 6-0.

 

5-B 2025-4846 - Public Hearing to Review and Comment on 2024 Annual Reports. Review and Comment on the Annual Reports on the General Plan, Transportation Choices Plan, and Vision Zero Action Plan. CEQA Determination: Endorsement of the annual reports is statutorily exempt from environmental review pursuant to CEQA Guidelines Section 15061(b)(3).

Board Member Hom made a motion (*1:08:51) to accept the 2024 Annual Reports and recommend to City Council to adopt both the Housing Element and the Transportation Report with the addition of the comments expressed by the Planning Board and the suggestions revisions. Board Member Saheba seconded the motion. A roll call vote was taken and motion carried 6-0.

 

5-C 2025-4849 - PLN24-0614 - 800 Atlantic Avenue - Applicant: City of Alameda Recreation & Parks Department - Public Workshop to discuss Design Review and Use Permit for the proposed Alameda Aquatic Center. The project is located at the western end of the Jean Sweeny Open Space Park near the intersection of Wilma Chan Way and Atlantic Avenue. CEQA Determination: The project is subject to review under the California Environmental Quality Act. No final action on the environmental review, Design Review, or Use Permit will take place at this meeting.

 

Justin Long, Recreation and Parks Director, introduced (*1:09:41) this item and introduced the consultant from ELS who gave a presentation. The Staff Report and attachments can be found at:
