EXECUTIVE SUMMARY
The Public Works Department manages a hazardous materials storage area for the temporary storage of hazardous wastes generated through City of Alameda (City) operations, materials collected from public rights-of-way, abandoned materials, and hazardous materials received from other City departments. State and federal regulations require hazardous waste generators to properly manage, transport, and dispose of hazardous materials within prescribed timeframes.
The City conducted a competitive Request for Proposals (RFP) process to secure qualified hazardous wastes collection, transportation, and disposal services. Staff recommends awarding a five-year agreement to Environmental Logistics Inc. (Environmental Logistics) to provide on-call services necessary to maintain regulatory compliance, support City operations, and ensure hazardous materials are properly handled and disposed of at licensed facilities.
BACKGROUND
The City routinely generates and accumulates hazardous wastes through Public Works maintenance activities, abandoned hazardous materials found within the public right-of-way, and hazardous materials generated by other City departments. Public Works manages a hazardous materials storage area and coordinates the transport and ultimate disposal of the hazardous materials.
Hazardous materials commonly managed include, but are not limited to:
• Paints and solvents
• Automotive fluids and oils
• Batteries
• Aerosol products
• Cleaning chemicals
• Contaminated absorbents
• Other regulated hazardous wastes (ex. E-waste).
Applicable federal and state regulations require hazardous wastes to be properly characterized, manifested, transported, and disposed of through licensed hazardous waste haulers and disposal facilities. Maintaining an on-call contract ensures the City can haul hazardous materials from the temporary storage area within the regulatory-prescribed timeframes.
DISCUSSION
On May 7, 2026, staff issued a Request for Proposals (RFP) for the on-call hazardous waste collection, transport, and disposal. After a submittal period of 21 days, staff received five (5) proposals.
As part of the proposal process, respondents were required to submit unit pricing schedules for a variety of hazardous waste collection, transportation, and disposal services. Because the agreement is structured as an on-call, as-needed contract with a not-to-exceed amount, staff did not prepare a detailed cost comparison table. The pricing schedules submitted by proposers varied significantly in format, service categories, units of measure, and disposal methodologies, making direct comparisons difficult. Accordingly, staff's evaluation focused on overall qualifications, regulatory compliance expertise, responsiveness, safety record, experience, and the reasonableness of proposed pricing rather than a line-item comparison of rates.
Based on a review of the proposals and RFP criteria, staff recommends awarding the contract to Environmental Logistics, Inc., as the vendor best able to meet the City’s needs. The total five year not-to-exceed amount is $132,728.40. The proposed agreement is included in Exhibit 1.
ALTERNATIVES
• Approve the recommended agreement. This option provides the City with qualified hazardous waste management services and ensures regulatory compliance.
• Adjust the scope or not-to-exceed amounts in the recommended agreement.
• Decline to award the agreement. This option is not recommended because it could impair the City's ability to properly manage hazardous wastes and comply with applicable regulations.
FINANCIAL IMPACT
Funds for this service are budgeted annually in the Streets Maintenance operating budget (10041540). The annual amount for Fiscal Year 2026-27 is based on volumes of past hazardous waste hauling and pricing in the proposed contract. The amount is only an estimate and the vendor will only receive compensation for work performed. The figures shown in the table below assume a 3% Consumer Price Index inflator; however, rates will be raised by the actual CPI or 3%, whichever is less:

CLIMATE IMPACT
Proper disposal of hazardous waste reduces climate impacts by preventing the uncontrolled release of potent greenhouse gases and avoiding the emission sources when disposal is mismanaged.
RECOMMENDATION
Authorize the City Manager to execute a five-year agreement with Environmental Logistics, Inc. for On-Call Hazardous Waste Collection, Transport and Disposal in an amount not to exceed $132,728.40.
