Re: Planning, Building and Transportation Department Recent Actions and Decisions
Since the last regularly scheduled Planning Board meeting, the following applications have been reviewed by staff, and public notices have been sent to solicit neighborhood input. Decisions on these applications will be made on the dates noted below. Staff will provide an update at the Planning Board meeting during Staff Communications if changes to the status of any project occur.
Decisions become final unless a member of the public files an appeal during the 10-day appeal period immediately following the decision date, or the Planning Board or City Council call for review a Zoning Administrator or Planning, Building and Transportation Department decision during this appeal period. All appeals and call for reviews will be heard at a public hearing before the Planning Board.

We encourage the use of Building Eye for direct access to current Planning applications, real time status, and plan drawings:
1. Click or go to: <https://alameda.buildingeye.com/planning>
2. Enter project address in search box.
3. Click on the Map Marker (i.e. dot on the map) to display the project summary sidebar.
4. To view the project file, click on the “More details” button. A new window will appear.
5. In the new window that opens, click on “Record Info” tab and then click “Project Documents” in the drop-down menu. A list of project documents will display.

PLN24-0484 - Administrative Use Permit - 2350 Saratoga Avenue - Applicant: Journey with Friends. A public hearing to consider an Administrative Use Permit to allow the establishment of an approximately 900-square-foot wine and beer bar located within an existing mixed use building pursuant to AMC 30-4.24.g.10. Zoning: AP-AR, Alameda Point - Adaptive Reuse District. General Plan: Mixed-Use. CEQA Determination: The project is exempt from further review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15183, tiering from the Alameda Point EIR. Staff Recommendation: Approve with conditions.
PLN24-0564 - Administrative Use Permit - 2095 North Loop Road - Applicant: Charlotte Harris. A public hearing to consider an Administrative Use Permit to allow an approximately 480-square-foot outdoor equipment enclosure located on the west side of an existing office building pursuant to AMC 30-4.10.c.9. Zoning: CM-PD, Commercial Manufacturing - Planned Development District. General Plan: Business & Employment. CEQA Determination: Categorically exempt pursuant to CEQA Guidelines Section 15303 - New Construction or Conversion of Small Structures. Staff Recommendation: Approve with conditions.
PLN24-0508 - Administrative Variance - 3119 Gibbons Drive - Applicant: Lawrence Rugg. A public hearing to consider an Administrative Variance to allow a reduction in the rear yard setback from 12 feet to 5 feet, to accommodate an approximately 229-square-foot first-story addition located to the rear of the existing residential building pursuant to AMC 30-21.2. Zoning: R-1, Residential District. General Plan: Low Density Residential. CEQA Determination: Categorically exempt pursuant to CEQA Guidelines Section 15305 - Minor Alterations in Land Use Limitations. Staff Recommendation: Approve with conditions.
PLN22-0383 - Administrative Use Permit - 707 West Tower Ave - Applicant: Nicole Roman on behalf of Kairos Power. Public hearing to consider extending an administrative use permit for an approximately 170 square foot restroom trailer for up to two additional years. Zoning: AP-AR, Alameda Point - Adaptive Reuse District. General Plan: Mixed-Use. CEQA Determination: The project is exempt from further review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15183, tiering from the Alameda Point EIR. Staff Recommendation: Approve with conditions.

1049 SAN ANTONIO AVE, PLN24-0431 (Close of Comment Period: November 4, 2024. Action Date: November 7, 2024. Deadline for Appeal/Call for Review: November 18, 2024.) Applicant: Norman Sanchez. Project Description: Design Review - The project consists of raising and remodeling including modification to the porch, stair, deck, windows, chimney, roof and interior habitable space in the existing 1,605 square foot residential dwelling, resulting in the addition of 160 square feet of habitable area and a maximum height of 28’-11”. General Plan: Low- Density Residential. Zoning: R-1, Residential District. CEQA Determination: Design review approval for a permitted use is not subject to CEQA pursuant to McCorkle Eastside Neighborhood Group v. City of St. Helena (2018) 31 Cal.App.5th 80.
