EXECUTIVE SUMMARY
The City of Alameda (City) Active Transportation Program (ATP) includes conversion of the Slow Street segments of Pacific Avenue, San Jose Avenue / Morton Street, and Versailles Avenue to be converted to Neighborhood Greenways in the first phase of implementation. The Neighborhood Greenways will include more permanent traffic-calming treatments to create safe, low-stress streets for walking and biking. Pacific Avenue from Oak Street to Lafayette Street is the first “pilot” project to construct and evaluate the selected traffic-calming treatments. Staff recommends awarding a contract to Bayside Stripe & Seal, Inc. for a total amount of $276,255.
BACKGROUND
The City’s ATP calls for Neighborhood Greenways to be used to facilitate the creation of a connected, low-stress bicycling network which is essential for meeting Alameda’s climate, safety and transportation goals. Neighborhood Greenways are bicycle- and pedestrian-priority streets designed to allow bicyclists and motorists to safely share the road on low-volume, low-speed, local streets, and to make crossing larger streets safer and easier. They are also designed to be used by people of all ages and abilities.
The implementation of first phase of Neighborhood Greenways will replace the Slow Street barricades that were put in place at the beginning of COVID-19 in 2020. A “pilot” project on Pacific Avenue from Oak Street to Lafayette Street was selected to evaluate various traffic-calming treatments. Lessons learned from construction and public response will be used to create a toolkit for the remainder of phase one and future Neighborhood Greenway phases.
DISCUSSION
To solicit the maximum number of bids and most competitive price, plans and specifications were provided to 12 separate builders’ exchanges throughout the Bay Area. Notices were placed on the City’s website and published in the Alameda Journal on April 30, 2025. Bids were opened on May 20, 2025. After a bidding period of 21 days, 2 contractors submitted bids. The bid result is as follows:

Public Works staff contacted two references provided by the lowest bidder and received good feedback on the ability of the company to meet the project requirements and the quality and timeliness of their work. Further, Public Works staff has previous experience with the lowest bidder, and they have provided good quality work.
Staff recommends awarding an agreement to Bayside Stripe & Seal, Inc. for a total amount of $276,255, which includes a 10% contingency in the amount of $25,114. The contractor is not guaranteed any of the contingency amount and use of the contingency will be at the sole discretion of the City for work not originally anticipated in the plans and specification. The specifications also informed the successful bidder that they shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. The Agreement is attached as Exhibit 1.

FINANCIAL IMPACT
The funds for this project are budgeted in the Capital Improvement Program (Project No. C63000) and include funds appropriated in the FY 25-27 Capital Budget. The project is funded with monies allocated from Measure BB Local Streets and Roads Fund (Fund 231 and 233) and the General Fund.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
General Plan Objective 4.4.4 prioritizes the maintenance of capital investment and maximizing the efficiency of the existing street system. Additionally, the General Plan supports complete streets, which are designed for all modes of transportation as follows: General Plan policies LU-3 Complete Streets and ME-10 Movement, Action A, Complete Streets.
This action is subject to the Levine Act.
ENVIRONMENTAL REVIEW
In accordance with CEQA, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15301 (Existing Facilities).
CLIMATE IMPACT
This project is consistent with the Climate Action and Resiliency Plan for all other construction and demolition debris. In addition, since vehicle miles traveled is the largest source of greenhouse gas emissions in Alameda, City staff expects that this project will have a positive climate impact. Better-maintained streets, refreshed striping, constructed modular traffic circle and asphalt speed hump make it safer and more convenient to ride a bicycle, and walk.
RECOMMENDATION
Authorize the City Manager to execute an agreement with Bayside Stripe & Seal, Inc. for Alameda Neighborhood Greenways Pacific Avenue - from Oak Street to Lafayette Street, No. P.W. 04-25-09, in an amount not-to-exceed $276,255 including contingency.
