Recommendation to Select Public Art Commission Chairperson and Vice Chairperson

EXECUTIVE SUMMARY
The Public Art Commission (PAC) is led by a Chairperson and Vice Chairperson. Commissioner Adam Gillet was selected for the role of Chairperson September 25, 2019. Commissioner Gillet’s second and final term on the PAC expired June 30, 2024, thus opening a vacancy for the Chairperson role. This vacancy prompts an election to fill the Chairperson role. Staff are also proposing that the Chairperson and Vice Chairperson be selected on an annual basis moving forward.
BACKGROUND
Should the current Vice Chairperson be selected for Chairperson, the Vice Chairperson role will be made vacant, thus necessitating a vote for the Vice Chairperson role.
The Public Art Commission does not have bylaws dictating the frequency with which the Chairperson and Vice Chairperson are selected. Other City Boards and Commissions, such as Recreation and Park Commission and Open Government Commission, select these positions on an annual basis, allowing the Boards and Commission to revisit the role based on the annual work plan and ensuring the opportunity for these responsibilities to be equitably shared among the Commissioners.
DISCUSSION
The duties of the Chairperson and Vice Chairperson are as follows:
• The Chairperson shall preside at all meetings of the Public Art Commission, appoint subcommittees, and perform other proper duties of a presiding officer.
• The Vice Chairperson shall perform the duties of the Chairperson in the absence or incapacity of the Chairperson; and in case of the resignation or other permanent absence of the Chairperson, the Vice Chairperson shall perform such duties as are imposed on the Chairperson until such time as the Commission shall select a new Chairperson.
Staff recommends the PAC to nominate and elect a Chairperson and a Vice Chairperson to serve from September 2024 through September 2025, and that the PAC conduct a nomination and election process annually moving forward. This frequency can be revisited by the PAC on a regular basis as well if reasons emerge to ensure this appointment occurs on a different frequency.
RECOMMENDATION
Staff recommends the PAC to nominate and elect a Chairperson and a Vice Chairperson for the 2024-2025 term, and that the PAC conduct a nomination and election process annually moving forward.
