EXECUTIVE SUMMARY
The City of Alameda (City) issued plans and specifications for the Lincoln Avenue/Marshall Way/Pacific Avenue Advanced Striping Project, P.W. No. 07-26-03, on August 21, 2026. This project includes a road diet with two motor-vehicle travel lanes, a two-way left-turn lane in the center, and bike lanes. It extends from Pacific Avenue at Main Street/Central Avenue to Fourth Street, Marshall Way from Fourth Street to Fifth Street, and Lincoln Avenue from Fifth Street to Wilma Chan Way/Eighth Street.
Staff is recommending that the City Council:
• Award an agreement to Chrisp Company, the lowest responsive bidder, in an amount not to exceed $405,476, which includes a 10% contingency, for the construction of the Lincoln Avenue/Marshall Way/Pacific Avenue Advanced Striping Project, P.W. No. 07-26-03 (Agreement). The proposed Agreement is included as Exhibit 1.
• Approve the project plans and specifications and, in accordance with Alameda Municipal Code Section 2-59.2, delegate authority to the City Engineer to approve issued amendments and addenda to the project plans and specifications, and to authorize field changes through the change order process (Exhibits 3 and 4)
• Authorize the City Manager to execute a Project Funding Agreement with the Alameda County Transportation Commission (Alameda CTC) for a Transportation Fund for Clean Air Grant (TFCA) for $149,000 (Exhibit 2)
• Adopt the resolution amending the Fiscal Year (FY) 2025-27 Capital Improvement Budget to appropriate $149,000 to Capital Project C65700.
BACKGROUND
The Lincoln Avenue/Marshall Way/Pacific Avenue corridor is a high priority for safety and mobility improvements. The corridor connects neighborhoods across the City and serves multiple destinations, including schools, commercial districts, and parks. The Lincoln Avenue/Marshall Way/Pacific Avenue Advanced Striping Project (Project) will improve safety for all corridor users by installing bike lanes and reducing the number of travel lanes west of Wilma Chan Way. This Project also allows the City to deliver a portion of the permanent improvements planned west of Wilma Chan Way in 2026, nearly two years before the planned 2028 construction of the full-corridor safety improvement project, which is a federal Safe Streets for All (SS4A) grant.
The Project implements the City’s 2018 Transportation Choices Plan, 2019 Climate Action and Resiliency Plan, 2019 Intersection Daylighting Policy, 2019 Lane Widths Policy, 2021 Vision Zero Action Plan, and 2022 Active Transportation Plan by achieving four overarching objectives as follows:
1. Reduce crashes and improve safety for all modes of travel and for all members of the community, including children, seniors, people with disabilities, bicyclists, transit riders, and automobile drivers;
2. Improve bicycle and pedestrian access and safety on Lincoln Avenue west of Wilma Chan Way;
3. Refresh the striping at the Webster Street intersection, as that was designated as a high-injury corridor based on the 2009-2018 crash data in the Vision Zero Action plan;
4. Reduce greenhouse gas emissions; and
5. Reduce automobile delay and improve traffic operations and travel times.
DISCUSSION
Project Plans and Specifications
Since 2021, concepts and designs have been developed to improve safety in the Lincoln Avenue/Marshall Way/Pacific Avenue corridor. The plans and specifications (Exhibits 3 & 4) include the design of a road diet with two motor-vehicle travel lanes, a two-way left-turn lane in the center, and bike lanes. The Project extends from Pacific Avenue at Main Street/Central Avenue to Fourth Street, Marshall Way from Fourth Street to Fifth Street, and Lincoln Avenue from Fifth Street to Wilma Chan Way/Eighth Street.
Agreement with Chrisp Company
To solicit the maximum number of bids and the most competitive price, the plans and specifications for the Project were provided to 18 separate builder’s exchanges throughout the Bay Area. Notices were also sent to contractors on the Public Works Department Contractor List. In addition, notices were placed on the City’s website and published in the Alameda Journal. Bids were opened on September 8, 2026. Two contractors submitted bids with the following results:

City staff has previously worked with the lowest bidder and are confident in the company's ability to meet the project requirements and in the quality and timeliness of their work.
Staff recommend awarding an agreement to Chrisp Company for a total amount of $405,476, including a 10% contingency of $36,862. The contractor is not guaranteed any of the contingency amount, and use of the contingency will be at the sole discretion of the City for work not originally anticipated in the plans and specifications. The specifications also informed the successful bidder that it shall not pay less than the prevailing per diem wage rate as determined by the Director of the California Department of Industrial Relations.
Transportation Fund for Clean Air Grant and Budget Resolution
City staff applied for the Transportation Fund for Clean Air (TFCA) grant in March 2026 and, on May 28, 2026, were awarded $149,000, with a required local match of $101,000, for a total of $250,000. The purpose of the grant program is to fund projects that reduce motor vehicle emissions to improve Bay Area air quality. Providing bike lanes through the project meets this objective.
To accept the TFCA grant, a Project Funding Agreement with ACTC must be executed. Staff recommends that the City Council authorize the City Manager to execute the Agreement.
Additionally, staff recommends City Council adopt a resolution amending the FY 2026-27 Capital Improvement Budget to appropriate and allocate the $149,000 in TFCA grant funds to Capital Improvement Project C65700 (Lincoln Avenue/Marshall Way/Pacific Avenue Advanced Striping Project). City matching funds of $101,000 are within the existing authorized budget for project C65700.
ALTERNATIVES
City Council may consider the following alternatives to the staff recommendation, as well as other alternatives not identified below:
• Adjust the scope of the proposed Agreement before approval. Staff does not recommend this alternative, as the scope includes the necessary striping to meet the objectives of the TCFA grant and to prepare the street for additional improvements to be installed as part of the federally funded full-corridor safety improvement project planned in 2028.
• Do not award the proposed Agreement, and/or authorize the City Manager to execute the Project Funding Agreement. Staff does not recommend this alternative, as it may affect the City’s ability to deliver the federally funded full-corridor safety improvement project planned for 2028.
FINANCIAL IMPACT
The Lincoln Avenue/Marshall Way/Pacific Avenue Advanced Striping Project is a component of the full-corridor safety improvement project, and both are included in Capital Improvement Project C65700. The projects are currently funded by state grants, Measure B and BB Local Streets and Roads monies, Transportation Development Impact Fees (DIF), and the General Fund. The existing appropriations fund amount, noted in Table 1 below, excludes the $16M federal SS4A grant and $4M Named Measure BB local match, which are reserved for the full-corridor improvements planned for 2028. Appropriating the Alameda CTC TFCA grant funds would increase Project C65700's remaining balance to cover staff time during construction and support the planned improvements for 2028.

There are no additional appropriations requested from the General Fund.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the Alameda Municipal Code and the City’s Mobility Element of the General Plan with the four main goals of equity, safety, choices, and sustainability.
General Plan policies support complete streets, which are designed for all modes of transportation. General Plan policies LU-3 Complete Streets, ME-8 Roadway Diets, ME-10 Movement, Action A, Complete Streets.
The project is also included in Resolution 15849, Making Significant Safety Improvements to Alameda Streets in 2022 and Beyond to End Fatalities and Serious Injuries.

This action is subject to the Levine Act.
ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (CEQA), this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Sections 15301 (Existing Facilities) and 15304 (Minor Alterations to Land).
CLIMATE IMPACT
Since vehicle miles traveled in Alameda are the largest source of greenhouse gas emissions, safety improvements for pedestrians, bicyclists, and transit users will reduce vehicle miles traveled and have a positive climate impact.
RECOMMENDATION
Authorize the City Manager to execute an Agreement with Chrisp Company for the Lincoln Avenue/Marshall Way/Pacific Avenue Advanced Striping Project, P.W. No. 07-26-03, for a not-to-exceed amount of $405,476, including a 10% contingency, approve the project plans and specifications, and delegate authority to the City Engineer or designee to approve issued amendments and addenda to the project plans and specifications, and to authorize field changes through the change order process;
Authorize the City Manager to Execute a Project Funding Agreement with Alameda County Transportation Commission for a Transportation Fund for Clean Air (TFCA) Grant; and
