EXECUTIVE SUMMARY
The City Council must adopt a resolution calling the November election for the offices of Mayor and Councilmember and requesting Alameda County to conduct the election.
BACKGROUND
City Charter Section 19-2 requires a General Municipal Election to be held biennially on the date of, and consolidated with, the Statewide General Election in each even-numbered year.
DISCUSSION
In accordance with the City Charter and the California Elections Code, the City Council shall call for the November 3, 2026 General Municipal Election to be consolidated with the Statewide General Election. The following City of Alameda (City) offices will appear on the ballot: one Mayor, and two City Councilmembers, as well as all ballot or advisory measures or propositions, which may lawfully be submitted. At this July 7, 2026 meeting, City Council will also consider adding four potential ballot measures to the November ballot: 1) amending the City Charter for general overall cleanup; 2) amending the City Charter related to Section 3-10 regarding City building leases and sales; 3) amending the City Charter to eliminate the elected offices of City Auditor and Treasurer; and 4) a resolution of necessity, which is the first step if the City Council elects to place a measure on the ballot for a General Obligation Bond. If the City agrees to reimburse costs, the Alameda County Registrar of Voters will provide election-related services.

FINANCIAL IMPACT
The funds for this election are allocated in the City Clerk election division in the amount of $245,000 in Fiscal Year 2026-27.

Environmental review is not required to call the City of Alameda’s municipal election and request consolidation. CEQA Guidelines, Section 15378 (b)(5).

RECOMMENDATION
Adopt a resolution calling for a General Municipal Election to be consolidated with the Statewide General Election to be held in the City on Tuesday, November 3, 2026 for the election of certain officers, and requesting the Alameda County Board of Supervisors to permit the Registrar of Voters to render specified services to the City relating to the conduct of said Election pursuant to Section 10403 of the Elections Code.
