REGULAR MEETING OF THE
CITY OF ALAMEDA PLANNING BOARD
MONDAY, FEBRUARY 26, 2024
1. ROLL CALL
The meeting was called to order at 7:00 p.m.
* Members of the public can participate in person or remotely via Zoom.
Present: President Hom, Vice President Cisneros and Board Members Ruiz, and Tsou.
Absent: Board Member Ariza, Wang, and Saheba.

Public Hearing to Review and Comment on 2023 Annual Reports. Review and Comment on the Annual Reports on the General Plan/Housing Element, Transportation Choices Plan, Vision Zero Action Plan, Climate Action and Resiliency Plan, and Climate Adaptation and Hazard Mitigation Plan. CEQA Determination: Endorsement of the annual reports is statutorily exempt from environmental review pursuant to CEQA Guidelines Section 15061(b) (3).

Steve Buckley, Planning Services Manager, introduced this item and gave the presentation on the General Plan and Housing Element Section (*2:44). He then added that the other sections would be presented by other City Staff Members.

Board Member Tsou made a motion (23:09) to endorse and send the General Plan and Housing Element Annual Report to City Council with the Board’s comments. Board Member Ruiz seconded the motion and the motion passed 4-0.
Lisa Foster, Acting Transportation Planning Manager, presented (*23:52) the Transportation 2023 Annual Report & 2024 Work Plan.

Denyse Trepanier, via Zoom, (*37:47) Board President of Bike Walk Alameda, elaborated on a few key points and gave suggestions on items like the Neighborhood Greenways. She also discussed her concerns about making these safety and environment goals.

Vice President Cisneros made a motion (45:06) to endorse and send the Transportation 2023 Annual Report & 2024 Work Plan to City Council with the Board’s comments. Board Member Ruiz seconded the motion and the motion passed 4-0.
Danielle Mieler, Sustainability & Resilience Manager, presented (*45:54) the CARP 2023 Annual Report & 2024 Work Plan.
