EXECUTIVE SUMMARY

 

On July 2, 2024, City Council authorized the City Manager to execute a Service Provider Agreement with Envisionware, Inc. in the amount of $320,724.42 to purchase and install a Lyngsoe Automated Material Handler (AMH). Further funds are needed to complete the AMH project. The proposed resolution will address this by appropriating the remaining funds from the Library General Obligation Bonds (Bonds) to the Library Improvement capital project fund.

 

BACKGROUND

 

On November 7, 2000, the voters of the City of Alameda (City) passed Measure “O,” authorizing the issuance of Bonds in an amount not-to-exceed $10,600,000 to finance the acquisition, construction, and completion of a new Main Library facility and make improvement to the two branch library facilities. Of the total Bond proceeds, $204,913.23 remains available and requires appropriation to the appropriate fund to pay for the AMH project and other eligible library projects. The proceeds of the Bond can only be spent on improvements at the Main Library and the two branch facilities.

 

During the second half of 2023, Library staff researched the sorting machines available in the marketplace. Staff also visited and consulted with libraries in the region to evaluate the reliability and efficiency of their AMH systems. A Request for Quote was issued on October 31, 2023, with a due date of December 8, 2023.

 

On July 2, 2024, City Council approved the City Manager to execute a Service Provider Agreement with Envisionware, Inc. in the amount of $320,724.42 to purchase and install a Lyngsoe AMH at the Main Library. The City Manager executed the agreement on July 8, 2024.

 

DISCUSSION

 

There is currently $147,020 available in the Project. The resolution requests authority to amend the Fiscal Year 2024-25 Capital Improvement Budget and appropriate the remaining Bond proceeds of $204,913.23 from the Bond to the appropriate capital project fund, which is necessary to fully fund the City Council-approved AMH project. As the Bond funds can only be spent on the Main Library and the two branch facilities, any remaining Bond funds will remain in the capital project fund and available for use that conforms to the Bond covenants.

 

ALTERNATIVES

 

                     Adopt a resolution amending the Fiscal Year 2024-25 Capital Improvement Budget appropriating $204, 913.23 of remaining 2013 General Obligation Bond proceeds to the Library capital project fund.

                     Do not adopt a resolution amending the Fiscal Year 2024-25 Capital Improvement Budget appropriating $204,913.23 of remaining 2013 General Obligation Bond proceeds to the Library capital project fund.

 

FINANCIAL IMPACT

 

The appropriation of $204,913.23 consists of remaining revenue available from the Library General Obligations Bonds and no additional funding is requested.

This action supports the City’s Fiscal Year 2023-26 Strategic Plan Priority to Enhance Community Safety and Services.

 

ENVIRONMENTAL REVIEW

 

This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.

 

CLIMATE IMPACT

 

There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.

 

RECOMMENDATION

 

Adopt a resolution amending the Fiscal Year 2024-2025 Capital Improvement Budget Appropriation from the Library Bond for the AMH project and other eligible library improvement projects.
