EXECUTIVE SUMMARY

SSHRB board members are asked to review and score applications received for CDBG public service funding. A review of the timeline and expectations is shared below.

 

BACKGROUND

As an entitlement jurisdiction, the City receives CDBG funds from the United States Department of Housing and Urban Development (HUD). In 2022, SSHRB recommended that the two-year funding cycle for the City’s CDBG public services funding recipients resume with the adoption for the 2020-24 Five Year Consolidated Plan. With the 2020-24 Consolidated Plan concluding, staff is in the process of creating a new Five Year Consolidated Plan for FY 2025-29. The City’s Citizen Participation Plan requires the City hold several hearings and posts related documents, including the Consolidated Plan/Action Plan Priority Needs and funding recommendations. SSHRB regularly schedules public hearings to identify needs and administers a biennial survey. Taken together, the surveys and public hearing input provide data that is then used in preparing a consolidated plan for the expenditure of CDBG funds that is submitted by the City to HUD for approval. 

 

For the upcoming CDBG NOFA/RFP, staff will propose that the service provider agreements for the new funding cycle follow precedent by using a two-year cycle. SSHRB members will review and score all other public service applications. Members of the Board are asked to submit their scoring for the public service applicants by March 13, 2025, by 9:00 am so that staff may present recommendations at the Board’s March 27, 2025, public meeting in time for the notice of public hearing to be published on April 3, 2025. City staff will present the public service recommendations with the CDBG Action Plan at the May 6 City Council meeting.

RECOMMENDATION

Staff recommends that the Board review and score CDBG applications for public service funding in preparation for the March 27 SSHRB meeting.
