BACKGROUND

The City of Alameda’s (City) sanitary sewer system has over 40 pump stations.  The Group 4 pump station project prioritized improvements at seven pump stations based on condition assessment, consequence of sewer system overflows (SSOs), and reliability and safety.  The scope of work included rehabilitation of existing structural facilities, construction of new wet wells and manholes, replacement of force and gravity mains, replacement of pumps, piping, valves, electrical equipment, control panels and the installation of stand-by generators.

DISCUSSION

On March 3, 2020, City Council awarded an agreement to Mountain Cascade Inc. in the amount of $5,749,133, including contingencies. Sanitary sewer pump station rehabilitation work occurred in the following locations:

Cola Ballena Pump Station - 1241 Ballena Boulevard

Marina Village Parkway Pump Station - 713 Marina Village Parkway

Paru Pump Station - 690 Paru Street

Grand Street Pump Station - 530 Grand Street

                     Park/Otis - 501 Park Street

The construction schedule was initially impacted by the COVID lock-down, resulting in supply chain limitations and delays. Project construction was substantially complete and the pump stations operational in May 2023. However, there was a significant delay obtaining final regulatory permit approval for the four stand-by generators.  The generators are now permitted, and the project has been completed in accordance with the plans and specifications.  The project is acceptable to the Public Works Department.  The final cost, including all extra work orders, is $ 5,025,627.93.
