Vote on the Social Service Human Relations Board FY 2026-27 Scope of Work

EXECUTIVE SUMMARY

Each year SSHRB, in collaboration with City staff, develop and present an annual work plan to the City Council for its consent. SSHRB’s annual work plan is typically approved by the Board at its April meeting in order to be presented to the City Council at its first meeting in June. Before creating the work plan for FY 2026-27, it has become prudent to also reevaluate the Board’s scope of work (SOW). The finalized scope of work will inform the work plan which will be presented to City Council for approval.

 

BACKGROUND

Each year SSHRB, in collaboration with City staff, develop and present an annual work plan to the City Council for its consent. SSHRB’s annual work plan is typically approved by the Board at its April meeting in order to be presented to the City Council at its first meeting in June. Before creating the work plan for FY 2026-27, it has become prudent to also reevaluate the Board’s SOW and ensure that the Board is fulfilling its charter. Alameda Municipal Code Section 2-9 delineates the following duties for the SSHRB:

 

1.                     Encourage the formation of private social welfare organizations to meet needs not already provided for and to foster all worthy philanthropic enterprises;  

2.                     Foster mutual understanding, respect, equality and good will among community groups;  

3.                     Facilitate the provision of social services in the community by informing private agencies of needs and of areas of duplication of effort;  

4.                     Disseminate information concerning the programs and functions of social service and regulatory agencies and to refer persons to the agencies which can best meet the needs of those persons;  

5.                     Assess and report to the City Council the social service needs of the people and the methods of meeting those needs; and  

6.                     Adopt a plan for the performance of the above listed functions with advice and consent of the City Council. It is the intent of this section that the City Council and Board will meet at least once a year to review the plan. (AMC Section 2-9.4)

 

At the April 23rd SSHRB meeting, C’Mone Falls, Housing & Human Services Division Manager, gave a brief overview of a proposed scope of work created in collaboration with Assistant City Manager Amy Wooldridge and Program Manager Grecia Mannah-Ayon. At that meeting, the Board discussed the proposal and asked clarifying questions. They were given further opportunity to discuss and propose changes to the draft scope of work at their monthly subcommittee meetings. These suggestions were reviewed by City staff and incorporated as appropriate into the second SOW, which will be presented by Division Manager Falls. Staff recommends that the Board review and approve the SOW. The final SOW will be presented to City Council for approval. 

 

DISCUSSION

Housing & Human Services Division Manager, C’Mone Falls, will present the revised SSHRB SOW for FY 2026-27. 

 

RECOMMENDATION

Staff recommend the Board approve the proposed scope of work.
