DRAFT MEETING MINUTES OF THE

CITY OF ALAMEDA PLANNING BOARD

MONDAY JUNE 22, 2026

 

1.                     ROLL CALL   

The meeting was called to order at 7:00 p.m.

* Members of the public can participate in person or remotely via Zoom.   

 

Present: President Cisneros, Vice President Ariza and Board Members Hom, Ruiz, Wang and Saheba

 

Absent: Board Member Tsou

 

2.                     AGENDA CHANGES 

 

Staff proposed (*2:10) moving agenda item 5-B to the first of the Regular Agenda Items.

 

Board Member Saheba made a motion (*2:30) to change the sequence to be 5-B and then 5-A. Vice President Ariza seconded the motion. A vote was taken and the motion passed 6-0 with Board Member Tsou being absent.

There were no public comments on this item.

 

Board Member Hom made a motion (*3:33) to approve the Consent Calendar. Vice President Ariza seconded this motion, and the motion passed 5-0 with one absence (Tsou) and one abstention due to her absence at the meeting (Ruiz).

 

5.                     REGULAR AGENDA ITEMS

 

5-B 2026-6115 - PLN26-0281 - 1150 & 1220 Harbor Bay Parkway - Applicant: Lydia Tan for Oakland Roots and Soul Sports Club - Public Workshop on Proposed Sports Facility. Public workshop to discuss permitting the Oakland Roots and Soul host professional soccer matches for three to five years at their headquarters and training facility in the Harbor Bay Business Park adjacent to the Oakland International Airport. The project would include installing modular stands and temporary facilities to host approximately 24 matches with up to 8,000 attendees and a similar number of smaller sporting events. CEQA Determination: The Use Permit and Design Review application (Project) is subject to review under the California Environmental Quality Act. No final action on the environmental review or the Project will take place at this meeting.

Public Comment for item 5B

 

Marie Kane (*39:00) a resident of Bay Farn was very alarmed and against this proposed use. She did not see how it would benefit the city and felt that this use would negatively affect air quality and traffic. She discussed her concerns about the possible need for emergency evacuation. She also had concerns about noise.

 

Stephanie Brochier (*41:54) agreed with the previous speaker and was against this proposed use. She did not believe people would use alternate ways to the events facility and so there would be traffic impacts to the island and she shared her noise concerns.

 

Melissa de Boer (*44:20) is a resident of Bay Farm and was very much in favor of this proposed use. She discussed how guests visiting the island would spend money at restaurants and stay at hotels, bringing much needed business to Bay Farm. She believed that the Roots/Soul organization would take any noise concerns seriously and would address them.

 

Judi Stanton (*47:08) is a resident of Bay Farm and while she also cares about traffic and noise, she was in full favor of this proposed use. She felt that this was a great use of a space that was not being used to its full potential. She discussed other great aspects that this would bring to the community including giving more options to teens.

 

Madlen Saddik, via Zoom (*48:46), President and CEO of Alameda’s Chamber of Economic Alliance. She spoke in support of this proposed use and discussed how the Roots and Soul organization has become an active community partner. She discussed the many ways this would benefit Alameda’s businesses.

 

Kenneth Chen, via Zoom (*50:23), a member of a church at the Bay Farm Business park had mixed feelings. He believed that soccer would be great for families but had concerns about traffic and parking for members of the church for church events.

 

Reyla Graber, via Zoom (*52:01) a resident of Bay Farm had many concerns, mainly traffic. She wanted to know what encouragement they would give people to use alternatives to getting to the stadium. She wanted to know if alcohol was going to be served and said that soccer fans were known to be spirited. She wanted to know what the city would be getting out of it.

5-A 2026-6114 - Zoning Ordinance Amendment Regarding Accessory Dwelling Unit Regulation Updates - Citywide. A proposed amendment to the Alameda Municipal Code to revise sections relating to the Accessory Dwelling Unit (ADU) ordinance in Alameda Municipal Code Sections 30-5.18 Accessory Dwelling Units to update references to state law, to authorize the conversion of ADUs into condominiums, to establish standards and processes for such conversions, to clarify the development standards applied to ADUs, and to reformat the sections of the ordinance for ease of use. The proposal is exempt from the California Environmental Quality Act (CEQA) pursuant to Public Resource Code section 21080.17 which exempts ordinances implementing State ADU law and CEQA Guidelines Section 15061(b) (3), the commonsense exemption where it can be seen with certainty that the proposed zoning text amendment has no possibility of having a significant effect on the environment.

Public Comment for item 5A

 

Hank Hernandez (*1:49:42), President of Tiny Homes Alameda, shared a letter with the board, which can be found with the attachments connected to the staff report. He was in full support of clarifying Alameda’s ADU ordinances and implementing AB 1033. He did discuss issues he wanted to see addressed.

 

Mark Gagner (*1:53:36) spoke in favor of the ADU condo conversion. He discussed the housing crisis and how difficult it was to buy and even sell a home. He saw this as a great way to allow people to build equity. He discussed his situation as an owner of a 6-unit building and how this ordinance could affect how he sells those units as condominiums.

Vice President Ariza made a motion (*2:36:23) to approve the Draft Resolution to recommend to the City Council that they adopt the amendments to the Alameda Municipal Code to revise sections relating to the Accessory Dwelling Unit (ADU) ordinance in Alameda Municipal Code Sections 30-5.18 Accessory Dwelling Units to update references to state law, to authorize the conversion of ADUs into condominiums, to establish standards and processes for such conversions, to clarify the development standards applied to ADUs, and to reformat the sections of the ordinance for ease of use with the added amendments to parking and revisions to the language. Board Member Hom seconded the motion, and the motion passed 6-0 with Board Member Tsou being absent.

Steven Buckley, Planning Services Manager, acknowledged (*2:39:19) Board Member Saheba’s time on the Board and thanked him for his service. Board Member Saheba has served on the Planning Board for 8 years and has served out his term limit.

 

There were no public comments.

 

7.                     BOARD COMMUNICATIONS

 

Vice Chair Ariza announced (*2:44:42) that she will be stepping down from the Board but will stay on until a replacement was chosen.
