EXECUTIVE SUMMARY

The proposed agreement with Alameda Food Bank (AFB) is to utilize Community Development Block Grant (CDBG) funding to make non-housing public-improvements that are, Americans with Disabilities Act (ADA) upgrades at their facility.

BACKGROUND

The City of Alameda (City) is an entitlement recipient of Community Development Block Grant (CDBG) funds from the Federal Department of Housing and Urban Development (HUD). Each year, the City receives an allocation of approximately $1.1 million of CDBG funding. CDBG funds can be used to finance programs and activities that benefit low- and moderate-income households, and to help prevent or eliminate blight. To receive CDBG funding, the City submits an annual Action Plan to the Department of Housing and Urban Development (HUD), detailing the programs and activities that address the needs identified in the City’s approved Five-Year Consolidated Plan.

On May 6, 2025, the Fiscal Year (FY) 2025-26 Action Plan was approved by City Council which includes programs, activities, and associated funding amounts for the fiscal year and included the proposed Alameda Food Bank capital project. In addition, a summary of activities was created to distinguish which programs were recommended and approved for FY 2025-26 funding (see Exhibit 2).

DISCUSSION

Each January, the City administers a competitive application process to solicit applications for CDBG funding. In order to receive funds, organizations must apply during the Notice of Funding Availability period. In February 2025, the City received three (3) applications for non-housing public improvement funding and each applicant was conditionally awarded. AFB was one of the qualified awardees.

The AFB was awarded $100,000 in FY 2024-25 CDBG funding to help secure the acquisition of the 677 W. Ranger Avenue property located on Alameda Point. AFB opened their new facility on October 20, 2025. AFB then applied for FY 2025-26 CDBG funds for ADA upgrades throughout the new facility and address other safety code requirements. The proposed project for AFB will involve demolishing the existing south side ramp, installing a new code-compliant and ADA-accessible exit pathway, upgrading the southside door and building frontage area, and other additional work needed to ensure compliance with ADA, building code, and safety requirements. This project will enhance AFB's ability to serve the community more effectively - providing a modern, safe, and welcoming environment for both clients and volunteers for years to come. The next steps involve extensive work to construct the expanded warehouse, improve sidewalks, upgrade the parking lot, and complete the interior build-out.
