DRAFT MINUTES

REGULAR MEETING OF THE

CITY OF ALAMEDA PLANNING BOARD

MONDAY, JUNE 10, 2024

 

1.                     ROLL CALL   

The meeting was called to order at 7:00 p.m.

* Members of the public can participate in person or remotely via Zoom.   

 

Present: President Hom, Vice President Cisneros and Board Members Ruiz, Saheba and Ariza.

Absent: Board Member Wang and Tsou

4-A 2024-4119 - Draft Meeting Minutes - April 8, 2024

 

There was not a quorum of board members who attended this meeting so the minutes will carry over until the next meeting.

There were no public comments om these minutes.

 

Board Member Ariza made a motion (*3:30) to approve the 4/22/24 minutes and Board Member Ruiz seconded the motion. A vote was taken, and the motion carried 4-0 with Board Member Saheba abstaining due to his absence at the meeting.

There were no public comments on these minutes.

 

Board Member Ruiz made a motion (*4:18) to approve the 5/13/24 minutes and Vice President Cisneros seconded the motion. A vote was taken, and motion carried 5-0.

 

5.                     REGULAR AGENDA ITEMS

5-A 2024-4134

PLN24-0145 - 2151 Ferry Point - Applicant: Little Opera House, LLC. - Public Workshop on Radium Theatre Performing Arts Center Development Plan. Public workshop to discuss the proposed Radium Theatre Performing Arts Center. The project location is comprised of Blocks 12 & 13 in the Site A Development Plan, an approximately 2.13-acre site on the west side of Pan Am Way near the intersection of West Atlantic Avenue. CEQA Determination: The draft Development Plan is subject to review under the California Environmental Quality Act. No final action on the environmental review or the Development Plan will take place at this meeting.

 

Brian McGuire, Planner II, introduced (*5:20) this item and gave the presentation.

Micheal Tingley and Stacy Farr, architects for the project, also presented (*15:30).

Public Comment for item 5A

 

Trish Spencer, City Council Member, (*58:04) appreciated the focus on the view corridors for the design of this building. She discussed the protection of the Naval Air Museum and was pleased there was collaboration with the museum. She asked the board to come and see the view from the museum that would be sacrificed for the arts center. She understood this was a complex process and thanked everyone for their attention to maintaining the historic views.

 

Chrisotpher Buckley, via zoom and from the AAPS, (*1:00:21) also thanked staff and the applicant for their careful study of the view corridor. He endorsed maintaining the view from the museum to the lagoon and shifting the arts center to the left would achieve that.

 

Josh Bevan (*1:01:20) who had worked with the air museum before discussed the history of the seaplanes in this area. He suggested shifting the building eastward and gave his reasons why that would help the view corridors.

 

Action taken for item 5A

 

Board discussion started at the 1:04:27-minute mark in the video.

 

A subcommittee was formed (*1:24:16) with members of the Planning Board. Hom, Ariza, and Saheba all volunteered. This ad hoc committee will work with staff on actions that would be taken back to council for the Certificate of Approval and Development Plan for this project.
