BACKGROUND

 

The Human Resources Department, under governance of the Civil Service Board and City Council, is responsible for administering the City’s classification and compensation systems which includes on-going maintenance of all classification specifications and salary schedules.  The proposed resolution is based on a request by the Police Department to establish the salary rates, salary ranges, salary steps and benefits for a new classification of Crime Prevention Technician through an amendment of the Alameda Police Officers Association Non-Sworn Unit (PANS) Salary Schedule.

 

It is recommended that this classification be covered by the Memorandum of Understanding (MOU) between the City of Alameda and the Alameda Police Officers Association Non-Sworn Unit (PANS) that was adopted on February 24, 2016 and covers the period from December 27, 2015, through December 26, 2018. 

 

DISCUSSION

 

During the Fiscal Year (FY) 2016-17 mid-cycle budget update, the Police Department submitted a workforce change request to add a new full-time equivalent (FTE) classification titled Crime Prevention Technician.  On June 7, 2016, the City Council authorized the workforce change adjustment to add a Crime Prevention Technician position to the Police Department’s budget for FY 2016-17.

 

The job description and compensation plan for this position has now been developed.  It is recommended that the Crime Prevention Technician be placed in the Police Officers Association Non-Sworn Unit (PANS) with a salary as detailed below:

 

Crime Prevention Technician - $27.35-$28.72-$30.16-$31.67-$33.25-$34.91-$36.66

 

The Crime Prevention Technician classification will perform a variety of non-sworn office and field duties to support the Police Department’s Crime Prevention and related community outreach programs and strategies such as Neighborhood Watch, Business Watch, Citizen's Academy, Alameda Bike Safety, etc.  It is distinguished from other non-sworn classifications in the Police Department by its specialized and primary focus working on proactive crime prevention efforts and coordinating associated community based volunteer programs. 

 

The classification and salary recommendation has been discussed with the Alameda Police Officers Association Non-Sworn Unit (PANS) and they are supportive of the proposed recommendation.

 

The City of Alameda Civil Service Board has also considered and approved the associated classification specification at their regularly scheduled meeting on January 11, 2017.

 

FINANCIAL IMPACT

 

The estimated cost for the remainder of the Fiscal Year, if filled at step 1, will be $25,000.  Funding for the Crime Prevention Technician position is already included in the FY 2016-17 Mid-cycle budget, so there is no further impact to the General Fund.

ENVIRONMENTAL REVIEW

 

This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, CEQA Guidelines, section 15378(b)(5).

 

RECOMMENDATION

 

Adopt a Resolution amending the Alameda Police Officers Association Non-Sworn Unit (PANS) salary schedule establishing the Classification of Crime Prevention Technician effective February 5, 2017.
