DRAFT MEETING MINUTES OF THE

CITY OF ALAMEDA PLANNING BOARD

MONDAY, APRIL 13, 2026

 

1.                     ROLL CALL   

The meeting was called to order at 7:00 p.m.

* Members of the public can participate in person or remotely via Zoom.   

 

Present: President Cisneros and Board Members Tsou, Wang and Saheba

 

Absent: Vice President Ariza and Board Member Hom

Board Member Wang made a motion to approve the Consent Calendar and Board Member Tsou seconded the motion. A vote was taken and motion passed 4-0 with board Member Ruiz abstaining due to her absence. (Hom and Ariza were absent)

 

5.                     REGULAR AGENDA ITEMS

 

5-A 2026-5911- Consideration of an Ordinance to Update the Inclusionary Housing Ordinance, Alameda Municipal Code Section 30-16, and make a recommendation to City Council regarding its adoption. In accordance with the California Environmental Quality Act (CEQA), this action is categorically exempt from environmental review pursuant to CEQA Guidelines section 15061(b)(3).

 

Steve Buckley, Planning Services Manager, introduced (*4:37) this item and gave a presentation.

Public Comment for item 5A

 

Zac Thayer (*59:36) discussed unrelated issues.

 

Thusan Amarasiriwardena (*1:02:55) discussed a letter he had sent in support of this ordinance (letter can be found as part of the public comment attachment). He went into detail about how important this matter was how this ordinance addressed many obstacles facing housing.

 

Sean Murphy, via Zoom (*1:06:18) spoke in support of this ordinance and discussed the importance of enacting proactive measures. He also discussed and answered questions around “moderate units”.

 

Action taken for item 5A

Board Member Wang made a motion (*1:38:09) to recommend approval of the ordinance with the following augmentations. Exempting the ordinance from projects of 11 units or fewer, clarifying the cluster development findings, administrative fix for existing developments that have moderate income rental housing in the next 6 months, adopt an in-leu fee for projects 12 units or larger in the next 12 months or less, enumerate figures so that they are spelled out, and provide more specific guidance on what expedited timeline means.  Board Member Ruiz seconded the motion and passed 5-0 (Hom and Ariza were absent).

Oral Report - Future Public Meetings and Upcoming Planning, Building and Transportation Department Projects

 

Steven Buckley, Planning Services Manager, gave an update (*1:40:19) on upcoming meetings and recent actions. He added that the next meeting scheduled for April 27th would be canceled.

 

There were no public comments.

 

7.                     BOARD COMMUNICATIONS

 

President Cisneros discussed a housing debate (*1:41:09) conference that she and Board Member Ruiz would be participating in.

President Cisneros adjourned the meeting at 8:56 pm.
