EXECUTIVE SUMMARY

 

The City of Alameda (City) owns a diverse portfolio of properties at Alameda Point, managed by the Base Reuse and Economic Development department (BRED). As part of its management strategy, the City contracts with a security provider to provide one roving unarmed security patrol 24 hours a day, seven days a week. The incumbent provider’s contract has reached the end of its term.

 

Consistent with the City’s Purchasing Policy Guidelines, staff conducted a competitive solicitation and recommends City Council approve an agreement with Citiguard, Inc. for a not-to-exceed total compensation of $2,000,535 over five years. 

 

BACKGROUND

 

The Alameda Point portfolio of City-owned properties is over 1,500 acres of the former Naval Air Station. This complex portfolio include historic residential homes, both occupied and vacant large industrial buildings, land available for lease and sale, and marine piers with deepwater access. 

 

BRED contracts with a licensed unarmed roving security patrol service to observe and report to the Property Management team, interface with emergency services and provide safety and security to residents, tenants and visitors of Alameda Point. The presence of security officers deters vandalism, trespassing, and vagrancy, and provides a consistent presence for both businesses, residents, and visitors alike. The security patrol also interfaces with tenants as appropriate, supports BRED staff and contractors in providing safe building access, helps identify changing conditions or areas of focus for property management, coordinates with building maintenance to ensure quick repairs to fencing, boarding, or locks to keep property secured, and retains and shares knowledge about trends with the property management team. The security patrol is an important part of the property and asset management team.

 

DISCUSSION

 

On April 18, 2025, BRED issued a Request for Proposal (RFP) for Security Patrol Services at Alameda Point. To solicit the maximum number of proposals and ensure competitive pricing, the RFP was published to the City’s website. Notices were also published in the Alameda Journal on April 18 and April 25, 2025, as well as through a local trade association, the Building Owners and Managers Association (BOMA) Oakland/East Bay.  After a bidding period of 24 days staff received nine (9) timely proposals which were publicly opened on May 12, 2025, at 2:01pm.

 

After reviewing proposals and conducting follow-up interviews, Staff recommends entering a five-year agreement with Citiguard, Inc. for a not-to-exceed total compensation of $2,331,979. Citiguard has over 18 years of experience providing unarmed security patrol services at Alameda Point and has a proven collaborative, flexible approach in developing custom Post Orders for Alameda Point. These Post Orders describe the specific responsibilities of security officers at a specific site. Citiguard collaborates well with the owners and property managers to create these Post Orders which clarifies expectations, enhances security and reduces liability for a site. Further, Citiguard provides in-house training to security officers taught by certified trainers, offers 24 hours per day/365 days per year of on-call management, and is available to augment security patrol with additional resources as needed. 

 

The existing security service is for one unarmed roving security officer, 24 hours per day seven (7) days per week throughout the year. In response to recent trends in vandalism and incident reports, staff is including budget for a possible addition of swing shift roving officer, if deemed necessary in the future, and a 10% contract contingency to address incident hot spots as needed. In the past, BRED staff directed increases in security when theft or crime incidents trend upward, or for other significant events requiring additional monitoring.  

 

ALTERNATIVES

 

                     Award agreement to Citiguard as recommended.

                     Provide direction to modify the scope or authorized amount of the agreement. 

                     Do not award the agreement and provide an alternate direction to staff.  

 

FINANCIAL IMPACT

 

These expenditures are funded by Alameda Point/Base Reuse lease activity (29061822), which is consistent with the permitted uses under the Economic Development Conveyance Memorandum of Agreement with the United States Navy. There is no financial impact to the General Fund from this action.

The funds for the first two years of this agreement are included in the recommended Fiscal Year 2025-27 Biennial Budget being presented to the City Council in June 2025.

CLIMATE IMPACT

 

Security services help to preserve existing facilities, reducing environmental impacts from replacing items resulting from vandalism and theft. 

 

RECOMMENDATION

 

Authorize the City Manager to execute a five-year agreement with Citiguard, Inc. for security services at Alameda Point in an Amount Not-to-Exceed $2,000,535.
