EXECUTIVE SUMMARY
The 2025-26 Americans with Disabilities Act (ADA) Curb Ramp Improvement Project will enhance accessibility by installing ADA compliant curb ramps at locations identified in the City of Alameda's (City) ADA Self Evaluation and Transition Plan (ADA Plan) as either missing or with a low accessibility score.
On April 2, 2024, City Council held a public hearing to consider the use of Community Development Block Grant (CDBG) funds and approved the Housing & Human Services recommendation to allocate a portion of the funds to be used for public accessibility improvements. This action, combined with the July 2, 2025 execution of an interdepartmental funding agreement (Exhibit 1), provides $200,000 in CDBG funds for curb ramp construction.
To utilize the CDBG funds for the ADA curb ramp project, staff recommends amending the Fiscal Year (FY) 2025-26 Capital Budget to increase revenues and appropriations in Capital Improvement Program (CIP) C14000 by $200,000 to reflect this funding.
BACKGROUND
On April 2, 2024, a Public Hearing was held at City Council to consider the use of CDBG funds for various projects and programs, which included a recommendation from Housing & Human Services for funds to be used for public accessibility improvements. City Council voted in favor of using CDBG funds as recommended by Housing & Human Services.
On May 21, 2024, City Council authorized the City Manager to negotiate and execute CDBG related documents, agreements, and modifications at funding levels approved by Congress. This led to the interdepartmental funding agreement between Housing & Human Services and Public Works Department to allocate $200,000 of CDBG Funds to install ADA compliant curb ramps as part of a public works construction project, which was executed on July 2, 2025.
The ADA Plan, adopted by City Council in June 2024, evaluated pedestrian facilities in the public right-of-way using the Public Right-of-Way Accessibility Guidelines (PROWAG) and California Building Code, identifying specific curb ramp deficiencies.
DISCUSSION
The project will install ADA-compliant curb ramps at multiple priority locations. Plans and specifications will be developed by staff, with construction bids solicited using the informal bid process outlined in the City's Purchasing Policy.
To incorporate CDBG Funds into the capital budget, staff recommends amending the FY 2025-26 Capital Budget to increase revenues and appropriations in CIP Project C14000 by $200,000 to reflect this funding.
ALTERNATIVES
* Approve appropriation of CDBG Funds to the Capital Budget (C14000).
* Do not appropriate CDBG Funds, which will lead to a loss of $200,000 in federal grant funds for this project or delay in project implementation if funds are allocated in a future budget cycle.
FINANCIAL IMPACT
In the recently adopted Capital Budget for FYs 2025-26/2026-27, $1 million was budgeted annually from Measure BB Local Streets and Roads (LSR) to CIP Project C14000.
The Interdepartmental Funding Agreement between Housing & Human Services and Public Works proposes $200,000 of CDBG Funds to be used for construction and contingency, while leveraging previously appropriated $50,000 in LSR funds to support execution of the project (Table 1). Staff proposes allocating $200,000 of CDBG Funds to fund construction of ADA compliant curb ramps (Table 2).

Access is a key theme in the City's Strategic Plan Vision Statement and specifically, Project TIE19 is to implement the ADA Plan.
ENVIRONMENTAL REVIEW
This action does not constitute a "project" as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.
CLIMATE IMPACT
Since vehicle miles traveled is the largest source of greenhouse gas emission in Alameda, accessibility improvements in support of pedestrians will have a positive climate impact.
RECOMMENDATION
Adopt a resolution amending the FY 2025-26 Capital Budget by appropriating $200,000 of CDBG funds to CIP C14000 for the installation of ADA compliant curb ramps.
