EXECUTIVE SUMMARY

 

On November 15, 2022, City Council awarded the Police Department Reception Area and Ramp Renovation Project to G&G Builders. The project increased accessibility and provided enhanced safety measures for staff. The construction scope executed under the subject agreement is complete and acceptable to Public Works. Staff recommends City Council authorize the City Manager to accept the work.

 

BACKGROUND

 

The City’s Police Department building, located at 1555 Oak Street, is a 35,184 square foot, two-story structure with a full basement. The facility, built in 1977, was designed and constructed to specifically house the Alameda Police Department. Funding for the Reception Area and Ramp Renovation Project (Project) was appropriated in the 2017-2019 Capital Improvement Program. The now completed Project has enhanced accessibility by widening the existing ramp entrance, adding ADA-compliant handrails, replacing the lobby and elevator door controls with modernized push-button controls, and modifications to the reception and service counter/window. Additionally, the non-compliant fire-rated walls, windows, and door assemblies were upgraded to comply with current codes, the floor and soffit/ceiling finishes restored, and the reception area façade renovated for improved security.

 

DISCUSSION

 

On Tuesday, November 15, 2022, City Council awarded a contract in the amount of $459,229, including contingencies, to G & G Builders, Inc., for the construction of the Project.

 

The Project was completed in accordance with the plans and specifications and is acceptable to the Public Works Department.  The final construction cost, including all authorized change orders, is $421,947, leaving a remaining construction contingency of $37,282 which will be returned to the City Buildings Capital Improvement Project fund (C41000).

 

ALTERNATIVES

 

                     Accept the Project as presented.

                     Do not accept the work and provide different direction to staff.

 

FINANCIAL IMPACT

 

Funds for this Project were appropriated in the 2017-2019 Capital Improvement Program (project C41000) from the Internal Service Fund for capital investment in City building facilities.  The Project was funded with monies allocated from the General Fund.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

In accordance with CEQA, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Sections 15301 (Existing Facilities), 15302 (Replacement or Reconstruction), and 15303 (New Construction of Small Structures).

 

CLIMATE IMPACT

 

The City’s Climate Action and Resiliency Plan recommends the electrification of new buildings to reduce greenhouse gas emissions.  This project, being a ‘minor’ renovation of an existing circa 1977 facility, does not fall within the City’s parameters for facility electrification.

 

RECOMMENDATION

 

Authorize the City Manager to accept the work of G & G Builders, Inc. for the Alameda Police Dept.’s Reception Area and Ramp Renovation Project, No. P.W. 11-19-53.
