REGULAR MEETING OF THE
CITY OF ALAMEDA PLANNING BOARD
MONDAY, JULY 22, 2024
1. ROLL CALL
The meeting was called to order at 7:03 p.m.
* Members of the public can participate in person or remotely via Zoom.
Present: President Hom, Vice President Cisneros and Board Members Ruiz, Ariza, Wang and Tsou.
Absent: Board Member Saheba

Board Member Ruiz made a motion (*2:25) to approve the June 10, 2024, minutes and Board Member Ariza seconded the motion. A vote was taken, and the motion carried 4-0 with Board Members Wang and Tsou abstaining due to their absence at the meeting.
5. REGULAR AGENDA ITEMS
5-A 2024-0279
PLN24-0279 - 677 West Ranger Ave - Design Review - Applicant: Laura Billings on behalf of Alameda Food Bank. Public hearing to consider Design Review to construct a 10,000 square foot pre-engineered metal warehouse attached to an existing building, which is a Non-Contributing building within the NAS Alameda Historic District. The project will provide new on-site landscaping, including a landscape buffer between the public sidewalk and redesigned parking lot and planters with shade trees in the parking lot. General Plan designation: Mixed Use. Zoning Designation: AP-AR, Alameda Point Adaptive Reuse Zoning District. No further environmental review of the Design Review is required under the California Environmental Quality Act (CEQA) pursuant to the streamlining provisions of CEQA Guidelines Section 15183.
Steven Buckley, Planning Services Manager, introduced (*3:40) this item and gave the presentation.

Public Comment for item 5A
Lynn Moore-Kerr (*44:42), Division Director of Head Start in Alameda, expressed her excitement for the Alameda Food Bank. She also shared her concerns about traffic and how it flowed and the effect on their school’s pick up and drop off. She also discussed her concerns about where staff would be able to park.
Katherine Schwartz (*47:39) Director of Alameda Family Services echoed the concern shared by Speaker Moore-Kerr. She formally requested that this issue be given some consideration and that they be given an opportunity to explore alternatives.

Vice President Cisneros made a motion (*1:03:13) to approve the updated Draft Resolution for the Design Review with conditions to work with Head Start to be clearer about traffic and parking and distinctions between the Two buildings. President Hom added that it also needed to include the CEQA findings. Board Member Wang clarified that the applicant would work with staff to incorporate Head Start’s comments. Board Member Ariza seconded the motion. A roll call vote was taken and the motion passed 6-0.
The applicant added they were very committed to working with their neighbors and ensuring that operation moved smoothly and safely for all.
