EXECUTIVE SUMMARY

 

The City Council is required to adopt a resolution to certify the results of the General Municipal Election. 

 

BACKGROUND

 

Elections Code Section 10262 requires the governing body of the City of Alameda (City) to adopt a resolution declaring the results of an election.

 

DISCUSSION

 

The Certificates of Election for the Consolidated General Municipal Election held on November 8, 2022 are attached (Exhibit 1). 

 

Offices:

                     Candidate Marilyn Ezzy Ashcraft received the highest number of votes cast for and is elected to the office of Mayor. 

 

                     Candidates Tony Daysog and Tracy Jensen received the two highest number of votes cast for and are elected to the office of Councilmember.

 

Measures:

Measure E amending the City Charter to allow City Council to increase Mayor and Councilmember salaries passed.  The Charter amendments to Sections 2-1.1, 2-4 and 22-9 will be certified and the City Charter will be revised.

 

Measure F increasing the Transient Occupancy Tax passed by a majority vote.  The ordinance amending Alameda Municipal Code Section 3-61 will be certified.

 

ALTERNATIVES

 

City Council is required to certify the election results, therefore, alternatives are not being provided.

 

FINANCIAL IMPACT

 

The funds for this election were budgeted in the City Clerk’s Election Program in the General Fund. No additional appropriations are needed.

ENVIRONMENTAL REVIEW

 

This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.

There are no identifiable climate impacts or climate action opportunities associated with the subject of this report. 

 

RECOMMENDATION

 

Adopt a resolution declaring canvass of returns and results of the Consolidated General Municipal Election held on Tuesday, November 8, 2022, including enacting Ordinance No. ___ N.S. amending the Alameda Municipal Code by amending Section 3-61.3 (Tax Imposed) of Section 3-61 (Transient Occupancy Tax) of Division IX (Taxes) of Chapter III (Finance and Taxation) increasing the Transient Occupancy Tax from ten percent (10%) to fourteen percent (14%)
