EXECUTIVE SUMMARY
On February 21, 2023, City Council approved an agreement with Cerda-Zein Real Estate (CZ), the City’s residential property manager, for ongoing maintenance including general repairs and upkeep, pest remediation, and appliance servicing of the City of Alameda’s (City) four Emergency Supportive Housing (ESH) homes. This agreement expires on September 30, 2024 and staff recommends a one-year agreement until this maintenance work can be included in an upcoming Request for Proposals (RFP) process, led by the Base Reuse and Economic Development (BRED) Department for a broader scope of work for maintenance of city-owned residential properties.
BACKGROUND
On February 21, 2023, City Council approved an agreement with CZ to prepare and maintain the four ESH homes at Alameda Point. CZ is a local, family-owned business that has been operating in Alameda since 2009.
CZ successfully worked with staff and the Village of Love, the ESH program operator (VOL), to prepare and maintain the four ESH homes for the duration of the program’s 23 months of operation in a professional, responsive, and timely manner. Staff is estimating $198,000 will be needed to maintain and service the four homes from October 1, 2024 to September 30, 2025. Staff is recommending that City Council authorize the City Manager to execute a $198,000 first amendment agreement with CZ to maintain the four ESH homes for the continued period of one calendar year.
DISCUSSION
CZ staff are available around the clock, seven days a week, and have employees who speak more than five languages. Prior to the ESH program launch, staff worked closely with CZ to tour and identify potential homes. Following City Council approval of the ESH program in September 2022, CZ worked with staff and the approved social service provider on an accelerated timeline to prepare and open the first three homes prior to the winter season. As ESH residents and families have moved from the program to permanent housing solutions, CZ has worked quickly and collaboratively to turnover units and ready homes for new residents. CZ’s responsiveness and ability to complete needed repairs on the four homes in the program has been exceptional.
BRED plans to include ESH maintenance within the scope of work for a RFP for residential unit maintenance. BRED plans to open this RFP in late 2024 or early 2025.
ALTERNATIVES
• Authorize the City Manager to execute a $198,000 First Amendment to the Agreement with CZ for maintenance of all four Emergency Supportive Housing Units from October 1, 2024 to September 30, 2025.
• Decline authorization of a First Amendment to the Agreement with CZ for maintenance of four Emergency Supportive Housing homes and direct staff toward a maintenance alternative.
FINANCIAL IMPACT
Funds for this first amendment to the agreement for maintenance of the homes is included within the FY 2023-24 General Fund budget for Housing and Human Services.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the Social Services Human Relations Board Charter and Ordinance authority “to improve social services in the community” (Alameda Municipal Code § 2-11.5) and the Report on Homelessness Policies and Programs.
This action is consistent with the City FY 2023-26 Strategic Plan Priority to House All Alamedans and End Homelessness, specifically with Project HH2b to Implement the Homelessness Strategic Plan - Sheltering: Safe Parking, Emergency Supportive Housing, Warming Shelter, Day Center. It is also consistent with Goal 2 of “The Road Home: A Five-Year Strategic Plan to Prevent and Respond to Homelessness in Alameda.”
This action is subject to the Levine Act.
ENVIRONMENTAL REVIEW
This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.
CLIMATE IMPACT
There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.
RECOMMENDATION
Authorize the City Manager to execute a $198,000 First Amendment to the Agreement with CZ for maintenance of four Emergency Supportive Housing homes from October 1, 2024 to September 30, 2025.
