EXECUTIVE SUMMARY
In accordance with the City of Alameda's (City) Fleet Replacement Policy, street sweepers are replaced on a six-year cycle due to heavy usage, high mileage, and mechanical complexity. One main sweeper has reached the end of its useful life, and funding for its replacement was approved in the Fiscal Year (FY) 2025-26 budget.
Staff recommends purchasing one replacement street sweeper from Tymco, Inc., in an amount not-to-exceed $389,906.45, using pricing from the Houston-Galveston Area Council (HGAC) cooperative purchasing contract. HGAC contracts are competitively solicited in compliance with state and local procurement requirements.
BACKGROUND
Street sweeping supports community cleanliness and stormwater quality by removing debris, litter, leaves and other pollutants that can clog drains or enter the Bay. The City's street sweeper fleet consists of three main street sweepers and two older spares used when the main sweepers are being serviced or repaired.
On June 17, 2025, City Council approved funding in the FY 2025-26 budget to replace one main sweeper that is at the end of its useful life.
In accordance with City Administrative Instruction Number 5 ("Purchasing Policy"), vehicles may be purchased by piggybacking on another agency's purchase agreement or through cooperative purchasing. In addition, City Council must approve vehicle purchases exceeding $75,000.
DISCUSSION
Staff recommends purchasing a Tymco 600 sweeper through HGAC's competitively bid contract to leverage favorable pricing and avoid the time and cost of a separate bidding process. The total not-to-exceed amount is $389,906.45 (Exhibit 1).
The street sweeper confirmed for replacement is a Clean Diesel unit. Electric street sweepers that meet the City's specification are not yet available. The electric sweepers currently available are for smaller applications and do not have the required hopper capacity (the amount of debris that can be stored onboard before being emptied) and necessary operating range for the City. Staff will continue to monitor the market.
ALTERNATIVES
* Authorize purchase of the replacement sweeper from Tymco, Inc. through HGAC's competitively bid contract.
* Direct staff to conduct a competitive solicitation for this replacement sweeper instead of using pricing from a cooperative purchasing contract. This will delay replacement, require additional staff time and may not result in reduced pricing.
* Do not approve the purchase, requiring continued use of the current sweeper beyond its replacement cycle. This may increase repair costs, downtime, and risk of service disruptions.
FINANCIAL IMPACT
Funds for this purchase are included in the FY 2025-26 Vehicle Replacement Fund budget previously approved by City Council. There is no impact to the General Fund.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the Alameda Municipal Code.
This action is subject to the Levine Act.
ENVIRONMENTAL REVIEW
This action does not constitute a "project" as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.
CLIMATE IMPACTS
The Fleet Replacement Policy is consistent with the City's recently adopted Climate Action and Resiliency Plan and emphasizes greenhouse gas emission reductions. The revised policy includes a focus on right-sizing the City fleet, the purchase of electric vehicles when feasible, and lowering the fleet's greenhouse gas emissions through acquisition of low emission vehicles.
All replacements will be equipped with "Clean Diesel Technology" and will meet or exceed all current state and federal emission requirements. These "Clean Diesel" vehicle purchases confirm the City's commitment to a green fleet. The new vehicles will cut carbon dioxide and diesel particulate matter in emissions from the vehicles they replace.
RECOMMENDATION
Authorize the purchase of one replacement street sweeper from Tymco, Inc. in an amount not-to-exceed $389,906.45
