EXECUTIVE SUMMARY
The City of Alameda’s (City) Mastick Senior Center, a division of the Alameda Recreation & Parks Department (ARPD), operates year-round and provides a wide range of health, educational, and recreational programs for adults aged 50 and older.
The facility's rooftop drains, believed to be original to the building constructed in 1937, have reached the end of their useful life and begun to fail. As a result, the facility is increasingly susceptible to water intrusion during significant rain events.
Following a competitive bidding process, staff recommends that City Council award a construction agreement to Bhogal Brothers Construction Inc. (BBC) for an amount not to exceed $268,908, including a 20% contingency, and approve the project plans and specifications, included as Exhibit 1 and 2, respectively
In accordance with Alameda Municipal Code Section 2-59.2, staff further recommends that the City Council delegate authority to the City Engineer to approve issued amendments and addenda to the project plans and specifications, and to authorize field changes through the change order process.
BACKGROUND
The City completed a roof replacement project at the Mastick Senior Center in 2024. During construction, it was discovered that the building's interior roof drains, which were outside the project scope, were leaking and required replacement. The drains, which are believed to be original to the building, are located within the walls and are of unknown age and condition.
During the 2024-2025 rainy season, several significant storm events caused water intrusion despite temporary waterproofing and storm-protection measures. Emergency dry-down services were required to minimize damage and maintain safe conditions for building occupants. Replacing the existing interior roof drains with new exterior drains, consistent with current construction best practices, will reduce the risk of future concealed water intrusion and improve long-term system reliability.
The proposed project will abandon the existing interior roof drains and install new exterior roof drains.
DISCUSSION
To solicit the maximum number of bids and the most competitive price, plans and specifications were provided to 16 separate builders’ exchanges throughout the Bay Area. Notices inviting bids were placed on the City’s web page and published in the Alameda Journal on June 5, 2024. After a 40-day bidding period, three (3) contractors submitted bids. The bids were opened on Tuesday, July 14, 2026, with the following results:

Public Works staff vetted the lowest bidder and deemed their Bid responsive. Staff recommends executing an agreement with BBC for a total amount of $268,902, which includes the base bid ($224,090) and a 20% contingency ($44,818). The contractor is not guaranteed any of the contingency amount, and the use of the contingency will be at the sole discretion of the Public Works Director for work not originally anticipated in the plans and specifications. The specifications also informed the successful bidder that they shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations.
Staff recommends that City Council approve the Agreement attached as Exhibit 3, as well as the project plans and specifications attached as Exhibits 1 and 2, respectively. In accordance with Alameda Municipal Code Section 2-59.2, staff further recommends that City Council delegate authority to the City Engineer to approve issued amendments and addenda to the project plans and specifications, and to authorize field changes through the change order process.
ALTERNATIVES
• Approve the Agreement, as recommended.
• Adjust the Agreement scope. This alternative is not recommended since all the building roof drains require relocation and replacement, and a single mobilization is typically most cost-effective. The contingency amount can be adjusted; however, the contingency amount is recommended as there may be associated repair work (ex. ceiling tiles, drywall) not included in the scope.
• Do not award the Agreement. This alternative is not recommended given the risk of water intrusion with the existing roof drains at the end of their useful life.
FINANCIAL IMPACT
Funds for this Project were appropriated in the Capital Improvement Program, Project C41000. There is no additional impact to the General Fund.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the City’s Strategic Plan priorities to enhance community safety and services and invest in City infrastructure. This action does not affect the Alameda Municipal Code. This action is subject to the Levine Act.

RECOMMENDATION
Authorize the City Manager to execute an agreement with Bhogal Brothers Construction Inc. for the Mastick Senior Center Roof Drain Replacement Project (PW No 11-25-22) in an amount not to exceed $268,908, including a 20% contingency, and approve Project Plans and Specifications.
