EXECUTIVE SUMMARY
The City of Alameda (City) is mandated by its Municipal Regional Stormwater Permit (MRP) to prevent trash and litter from entering the City’s storm sewer system. Alameda is meeting this permit requirement primarily by installing Full Trash Capture (FTC) devices in its storm drain inlets and has been maintaining these devices by contracting with a qualified service provider.
On March 21, 2025, City staff issued a Request for Proposals (RFP) for FTC device inspection and maintenance service. After a submittal period of 24 days, staff received two (2) proposals. Based on the criteria of the RFP and a review of proposals, staff determined that Revel Environmental Manufacturing, Inc. (REM) is the vendor that best meets the City’s needs and recommend awarding a five-year agreement in an amount not-to-exceed $1,586,362.26.
BACKGROUND
The MRP, a state permit issued by the Regional Water Resources Control Board, requires Alameda to reduce the trash load discharged from the City’s storm sewer system to the San Francisco (SF) Bay. Alameda is meeting this requirement primarily by installing FTC devices to intercept litter and other pollutant sources that are 5 millimeters or greater before they enter Alameda’s storm pipes. The MRP mandates these FTC devices to be functional, inspected, maintained, and service records documented. The City currently has an estimated 600 FTCs Citywide. This number is expected to increase each year with the completion of new public projects.
Since FY 2015-16, the City has consistently contracted qualified professionals, who are familiar with the MRP and FTC maintenance requirements, to service these devices. City Council authorized the most recent five-year service provider agreement on September 20, 2020, to maintain these devices. That agreement has now expired.
DISCUSSION
On March 21, 2025, staff issued an RFP for FTC device inspection and maintenance service. Staff received two (2) proposals.
Based on review of the proposals, criteria of the RFP, unit costs, as well as REM, Inc.’s successful performance to date, staff recommends awarding REM, Inc. an agreement in the not-to-exceed amount of $1,586,362.26.
Below are the proposer’s annual costs for a five-year term, not including contingency. The agreement presented here includes an annual five percent (5%) contingency and a two percent (2%) annual cost of living adjustment starting Fiscal Year (FY) 2026-27 through FY 2029-30.
Use of contingency is for items of work outside the original scope and requires prior written authorization by the City.

ALTERNATIVES
• Authorize the City Manager to execute a contract with REM Inc. as proposed.
• Redirect staff to acquire the resources to perform scheduled inspections and maintenance of the FTC devices. Staff does not currently possess the resources or sufficient equipment to perform this operation. This option will require additional staff resources and the procurement of additional assets to perform the work.
• Do not authorize the new agreement and direct staff to produce another RFP for FTC device inspection and maintenance services. This would result in delays in device service for FY 2025-26.
FINANCIAL IMPACT
Funds for this work are programmed in the FY 2025-26 stormwater operations budget (26441610). Additional devices were installed since the budget proposal with more anticipated to be installed to reach 100% trash reduction goals. Therefore, staff anticipates bringing a mid-year budget adjustment to City Council to appropriate additional funds for ongoing maintenance. Funding for subsequent years in the agreement is subject to City Council approval. There is no impact on the General Fund.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the Alameda Municipal Code, Chapter 18, Article III, Storm Water Management and Discharge Control Ordinance, Section 18-21.
The work in this agreement recommended for approval is consistent with the City of Alameda’s Strategic Plan Strategic Priority “Build Resilience to Climate Change & Water Level Rise”, specifically:
• Project CC7 - Integrate Green Infrastructure into the City’s stormwater systems to slow and clean runoff before it enters the Bay (Public Works).
• Project CC8 - Design and implement upgrades for stormwater infrastructure to reduce local flooding, including the cleaning of storm drains and increasing pump station capacity (Public Works).
This action is subject to the Levine Act.

In accordance with CEQA, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15308 (Actions by Regulatory Agencies for Protection of the Environment).
CLIMATE IMPACT
There are no identifiable climate impacts or climate action opportunities associated with the subject of this report.
RECOMMENDATION
Authorize the City Manager to execute a five-year agreement with REM for storm drain FTC device inspection and maintenance service in an amount not-to-exceed $1,586,362.26.
