Brief description of the subject to be printed on the agenda, sufficient to inform the City Council and public of the nature of the referral:
Direct the City Manager, in consultation with the City Attorney, to draft and present to City Council a policy governing the sale, lease, or disposition of City assets and municipal resources. The policy shall address proposed uses that would be expected to require significant municipal resource consumption (including electricity, water, or land) relative to projected local job creation.
The City of Alameda has prioritized economic development, particularly at Alameda Point, that is expected to create permanent employment opportunities in green tech and other environmentally supportive sectors. With that priority in mind, any allocation, lease, or disposition of public assets should ensure the efficient, sustainable use of finite City resources. This referral directs the development of a new policy which includes objective cost-benefit criteria that the City Council will use to evaluate potential commercial uses of City-owned land and facilities. These criteria should include the potential impacts of any new use on local water supplies, Alameda Municipal Power grid capacity, greenhouse gas emissions, alternative land uses, and local job creation. In addition, any discussion of public resource distribution that will significantly impact Alameda resources must be done through a public discourse with sufficient opportunity for Alameda residents and businesses to provide input and comments.
The City Council approved a Strategic Plan on November 21, 2023, which established the following 5 priorities:

A. ENHANCE COMMUNITY SAFETY AND SERVICES: This referral will support the Strategic Priority by expanding and maintain city services and resources that support community wellbeing and qualify of life.
E. PRACTICE FISCALLY RESPONSIBLE, EQUITABLE & INCLUSIVE GOVERNANCE: This referral will support the Strategic Priority by ensuring equitable distribution of public resources; and by improving communication and engagement when making decisions about city resources.
