EXECUTIVE SUMMARY
The Mastick Senior Center’s roof has exceeded its life expectancy and requires replacement. The roof replacement project is a scheduled activity in the City of Alameda’s Capital Improvement Plan and funded through the Capital Facilities Internal Service Fund. Following a competitive bid process, staff recommends City Council award the proposed agreement to Roofing & Solar Construction, Inc. for an amount not-to-exceed $943,000.
BACKGROUND
Mastick Senior Center, a division of the Alameda Recreation & Parks Department (ARPD), is used year-round and provides a variety of health, education and recreational programs to adults aged 50 and older. The proposed roof replacement project was identified by staff while creating the Capital Improvement Plan and budgeted accordingly.
DISCUSSION
To solicit the maximum number of bids and most competitive price, plans and specifications were provided to 16 separate builders’ exchanges throughout the Bay Area. Notices inviting bids were placed on the City of Alameda’s (City) web page and published in the Alameda Journal on Friday, June 28, 2024. After a bidding period of 28 days, nine (9) Contractors submitted bids. The bids were opened on Thursday, July 25, 2024, with the following results:

Public Works staff vetted the lowest bidder and deemed their Bid responsive. Staff recommends executing an agreement with Roofing & Solar Construction, Inc. for a total amount of $943,000, which includes the base bid ($810,000), an add-alternate to seal skylights ($10,000) and a 15% contingency ($123,000). The contractor is not guaranteed any of the contingency amount and the use of the contingency will be at the sole discretion of the Public Works Director for work not originally anticipated in the plans and specifications. The project specifications and proposed contract require prevailing wage.

FINANCIAL IMPACT
Funds for this project are budgeted in the Facilities Internal Service Fund C41000. There is no additional impact on the General Fund.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the Municipal Code, the City’s Procurement Policy, and Section 3.14.3 “Process for Determination” of the current Front-End Specifications. Also, the proposed project is consistent with the City’s Strategic Plan Priority to “Invest in Transportation, Infrastructure, Economic Opportunities & Historic Resources.”
This action is subject to the Levine Act.
ENVIRONMENTAL REVIEW
This action is exempt from environmental review pursuant to CEQA Guidelines Section 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction).
CLIMATE IMPACT
When the project is completed, the installation of the new membrane roofing system includes the addition of modern insulation materials, which will have a direct positive impact on the climate conditions inside of the facility. This will improve the efficiency of the HVAC/climate control system, reducing energy usage. In addition, the installation method specified for the project utilizes “cold process modified asphalt” which reduces greenhouse gasses, odors, and VOCs generated during installation, in comparison to hot asphalt installations.
RECOMMENDATION
Authorize the City Manager to execute an agreement with Roofing & Solar Construction, Inc. for the Mastick Senior Center Roof Replacement Project for an amount not-to-exceed $943,000 (PW 02-24-07).
