MINUTES OF THE OPEN GOVERNMENT COMMISSION MEETING
MONDAY - - - MARCH 3, 2025 - - - 7:00 P.M.
The meeting was convened at 7:00 p.m.
ROLL CALL - Present: Commissioners Bowling, Harris, Shwartz, Tilos and Chair Miley – 5,
Absent: None.

REGULAR AGENDA ITEMS
3-A. Selection of Chair and Vice Chair
Commissioner Harris moved approval of nominating Commissioner Miley to serve as Chair.
Commissioner Shwartz seconded the motion, which carried by the following roll call vote: Commissioners Bowling: Aye; Harris: Aye; Miley: Aye; Shwartz: Aye, and Tilos: Aye. Ayes: 5.
Chair Miley moved approval of nominating Commissioner Bowling to serve as Vice Chair.
Commissioner Tilos seconded the motion, which carried by the following roll call vote:
Commissioners Bowling: Aye; Harris: Aye; Shwartz: Aye, Tilos: Aye and Chair Miley: Aye. Ayes: 5.
3-B. Minutes of the December 12, 2024 Meeting
Commissioner Harris moved approval of the minutes.
Vice Chair Bowling seconded the motion, which carried by the following roll call vote:
Commissioners Bowling: Aye; Harris: Aye; Shwartz: Aye, Tilos: Aye and Chair Miley: Aye. Ayes: 5.
STAFF UPDATE
The City Clerk announced the Complainant did not attend the Sunshine Ordinance complaint hearing scheduled for December 18, 2024l the hearing did not proceed because complainants are required to be present for the matter to be heard.
Chair Miley inquired if the complaint is now considered closed, to which the City Clerk responded in the affirmative.
COMMISSIONER AGENDA REQUESTS
None.
COMMISSION COMMUNICATIONS
Chair Miley inquired about the next meeting, to which the City Clerk responded the meeting will be the first Monday in October unless business comes up before.
In response to Commissioner Harris’s inquiry regarding potential meetings, the City Clerk stated Commissioners could reach out to her.
Commissioner Bowling discussed updating older parts of the Sunshine Ordinance from 2016 to address hybrid meetings, which could be brought up as a future agenda item.
Commissioner Shwartz inquired whether there is any desire to expand the Commission’s role.
The City Clerk noted items not on the agenda cannot be discussed; suggested Commissioners submit any ideas to her.
Commissioner Harris inquired about Brown Act training.
The City Clerk responded the Sunshine Ordinance requires a new training to be done every three years; the last training was done in December 2024 and is currently posted online.
ADJOURNMENT
Chair Miley adjourned the meeting at 7:10 p.m.
