EXECUTIVE SUMMARY

 

On July 18, 2023, the City Council awarded a contract to W. Bradley Electric, LLC. for the Ralph Appezzato Memorial Parkway (RAMP) Intersection Modifications Project.

 

Intersection and traffic signal modifications were completed at RAMP and Main Street, Third Street, Poggi Street, Webster Street, and Wilma Chan Way. The work included the installation of new traffic signal poles and foundations, traffic signal equipment, bicycle signal indications, signage, pavement striping and markings, Americans with Disability Act (ADA) curb ramps, and installation of pedestrian push buttons that are ADA compliant.

The improvements executed under the contract are complete and acceptable to staff.  Staff is recommending City Council accept the work.

 

BACKGROUND

 

The project includes modification of five traffic signals between Main Street and Wilma Chan Way on RAMP and Atlantic Avenue. Dedicated bicycle signal phases were added at RAMP/Main, Ramp/Atlantic/Webster, and Atlantic/Wilma Chan intersections including the prohibition of right turn movements to minimize conflicts with bicycle and pedestrian crossings. The improvements will improve safety by reducing conflicts between vehicles, pedestrians, and bicycles using the Cross Alameda Trail.

 

DISCUSSION

 

On July 18, 2023, City Council awarded a contract in the amount of $905,987, including contingencies, to W. Bradley Electric, LLC.  The project was completed in accordance with the plans and specifications and is acceptable to the Public Works Department.  The final cost, including all extra work orders, is $888,993.

 

ALTERNATIVES

 

                     Accept the work as presented.

                     Do not accept the work and provide staff other direction.

 

FINANCIAL IMPACT

 

The project was budgeted in the Capital Improvement Program (Fund 310) as part of the Traffic Signals and Systems program (Project No. C13000). No additional appropriations are needed. There is no impact to the General Fund.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

General Plan policies support complete streets, which are designed for all modes of transportation. General Plan policies LU-3 Complete Streets and ME-10 Movement, Action A, Complete Streets. The project is also included in Resolution 15849, Making Significant Safety Improvements to Alameda Streets in 2022 and Beyond to End Fatalities and Serious Injuries. This supports the City Strategic Plan Priority to Invest in Transportation, Infrastructure, Economic Opportunities and Historic Resources.

 

This action does not affect the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

In accordance with CEQA, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15301 (Existing Facilities).

 

CLIMATE IMPACTS

 

Transportation generates over 70% of the greenhouse emissions in Alameda. The Cross Alameda Trail connects directly with the Seaplane Lagoon Ferry Terminal and multiple bus lines. Improving bicycle and pedestrian safety supports non-carbon emitting modes of transportation and the use of transit, which reduces greenhouse gas emissions from the City’s transportation sector.

 

RECOMMENDATION

 

Accept the work of W. Bradley Electric, LLC. for the RAMP Intersection Modifications Project, No. P.W. 03-23-06.
