EXECUTIVE SUMMARY

 

The City Council is required to adopt a resolution to certify the results of the Special Municipal Election. 

 

BACKGROUND

 

Elections Code Section 10262 requires the governing body of the City to adopt a resolution declaring the results of an election.

 

DISCUSSION

 

The Certificates of Election Results for the election held on April 9, 2019 are attached (Exhibit 1). 

 

Measures for certification:

 

Measure A, the Caring Alameda Act, confirming the Council’s action to permit a homeless wellness center on a 3.65-acre parcel on McKay Avenue, passed by a majority vote. 

 

Measure B, a proposed Initiative to change the land use and zoning designations for a 3.65-acre parcel on McKay Avenue, did not receive a majority vote and did not pass.

 

ALTERNATIVES

 

The Elections Code requires the City Council to adopt a resolution certifying the election results at its next regular meeting, so there are not any other actions the Council can take. 

 

FINANCIAL IMPACT

 

$650,000 was appropriated for the election as part of the mid-year budget adjustment approved by the City Council on March 19, 2019, and added to the City Clerk’s Election Program in the General Fund (account 001-2220-61060).

ENVIRONMENTAL REVIEW

 

Environmental review is not required to certify the results of the City’s municipal election.

 

CLIMATE IMPACTS

 

There are no climate impacts associated with this resolution.

 

RECOMMENDATION

 

Adopt a resolution declaring canvass of returns and results of the Special Municipal Election held on Tuesday, April 9, 2019.

 

CITY MANAGER RECOMMENDATION

 

The City Manager concurs with the City Clerk recommendation to adopt the resolution declaring canvass of returns and results of the Special Municipal Election.
