EXECUTIVE SUMMARY
On May 16, 2023 City Council approved the recording of Tract Map 8561 for Phase 1 of an anticipated three phase development of the North Housing Site at 501 Mosely Avenue.
Tract Map 8561, North Housing – Phase 1, created two parcels for the development of permanent supportive housing and affordable senior housing with associated parking and infrastructure and one parcel for a private roadway (Lakehurst Circle) by Alameda Housing Authority and the dedication of public rights of way for Mabuhay Street and Singleton Avenue along with public access and utility easements.
The Housing Authority has completed the public improvements, and staff is recommending that the City Council accept the improvements as complete.
BACKGROUND
On August 17, 2020, the Planning Board conducted a public hearing and adopted Resolution No. PB-20-16 approving the Development Plan and Density Bonus application for the project and Resolution No. PB-20-17 recommending that the City Council approve the Tentative Map Tract No. 8561 to allow the subdivision of 11 lots on approximately 12.19 acres.
On September 15, 2020, City Council adopted Resolution No. 15689 approving the Tentative Map Tract No. 8561 for the North Housing Project subdivision, upon which the Phase 1 Final Map is based.
On December 7, 2021 City Council approved Resolution No. 15843 to vacate a portion of Mosley Avenue fronting the North Housing development. This land is incorporated into the Phase 1 Final Map.
On May 16, 2023, City Council adopted Resolution No. 16049 approving the final map and bonds, authorizing the execution of a Subdivision Improvement Agreement (SIA), and accepting the offers of dedications and easements, subject to improvements, for Tract 8561, North Housing - Phase 1.
DISCUSSION
In August 2025 Public Works staff conducted a final inspection and found all required improvements associated with Tract 8561 and included in Public Works Development Permit PWD 22-0004 to have been satisfactorily completed. The tract infrastructure includes:
- A portion Mabuhay Street (from Mosley Avenue to Lakehurst Circle) – Mabuhay Street is a public roadway that will connect Mosley Avenue and Singleton Avenue at full buildout of all phases. The infrastructure will be owned and maintained by the City of Alameda (City) and includes:
- public sanitary sewer
- public stormwater treatment measures
- public storm drains
- public curb, gutter and sidewalk on both sides of the new street
- Lakehurst Circle – a private roadway that provides circulation for emergency vehicles, waste collection vehicles, residents, employees, and visitors. The sanitary sewer improvements within Lakehurst Circle will be owned and maintained by the City upon acceptance. All other infrastructure will be owned and maintained by the property owner and/or owner’s association.

Staff recommends the acceptance of the completed public improvements.
ALTERNATIVES
- Accept the improvements completed by the Housing Authority for Tract 8561 at 501 Mosely Avenue as recommended.
- Remand the project back to staff for further consideration and evaluation of the completed improvements.
FINANCIAL IMPACT
All listed tract improvements were constructed by the Housing Authority. Parcels within the tract are, or will be, assessed ad valorem property taxes and other City-wide property-related fees which will contribute maintenance costs for the public improvements.

This action is consistent with the Alameda Municipal Code.
ENVIRONMENTAL REVIEW
In accordance with CEQA, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15268 (Ministerial Projects).
CLIMATE IMPACTS
This project is consistent with the City’s Climate Action and Resiliency Plan housing policies, which encourage higher-density housing in order to lower greenhouse gas emissions. Additionally, to encourage transit use and minimize the use of private automobiles, consistent with the City of Alameda Climate Action Plan and Transportation Choices plan, the project is proposing to limit the supply of free, on-site parking
RECOMMENDATION
Authorize the City Manager to accept the improvements completed by the Housing Authority of the City of Alameda for Tract 8561, North Housing – Phase 1.
