EXECUTIVE SUMMARY

 

The City of Alameda (City) must enter into a combined 10-year Master Programs Funding Agreement (MPFA) with the Alameda County Transportation Commission (Alameda CTC) to continue receiving formula-based Measure BB and Vehicle Registration Fee (VRF) transportation funding via Direct Local Distributions (DLD).

 

Staff recommends that City Council adopt a resolution approving the Alameda CTC MPFA for Measure BB and VRF DLD funds.

 

BACKGROUND

 

In 2010, Alameda County voters approved Measure F, which authorizes a $10 Vehicle Registration Fee (VRF). In 2014, Alameda County voters approved the 2014 Transportation Expenditure Plan (Measure BB), a half-cent sales tax that extended the 2000 Measure B transportation sales tax and augmented it by one-half percent to fund projects and programs in Alameda County.

 

The Alameda CTC is responsible for distributing revenues from these measures to local jurisdictions, distributed by formula to local jurisdictions via Direct Local Distributions. As a recipient of DLD funds, the City uses Measure BB and VRF revenue to support local street maintenance and improvements, bicycle and pedestrian programs, and Alameda Connect transportation services for older adults and people with disabilities. Together these fund sources provide over $6.5 Million in annual funding for transportation programs and projects.

 

DISCUSSION

 

On February 26, 2026, Alameda CTC approved a combined ten-year Measure BB and VRF Master Programs Funding Agreement (MPFA) (Exhibit 1) that specifies the requirements for the DLD funds, Alameda CTC’s responsibilities, and the recipient’s responsibilities for revenues collected from July 1, 2026 through June 30, 2036. This agreement will supersede prior master agreements for each funding source as of the effective date of July 1, 2026. Measure B has expired and the City has no remaining Measure B fund balance.  The ten-year Measure BB/VRF MPFA includes implementation guidelines for each program (Exhibit 2), which guide fund eligibility and expenditures.

 

The resolution approves the Measure BB/VRF MPFA and acknowledges that the City will comply with program requirements and guidelines.

 

ALTERNATIVES

 

                     Adopt the resolution as described herein.

                     Do not adopt the resolution which may jeopardize over $6.5 Million in annual funding for transportation related programs and projects supported by Measure BB and VRF direct local distributions.

 

FINANCIAL IMPACT

 

The action has no financial impact. Funding from Measure BB and VRF is already included in the Fiscal Year 2025-27 Biennial Budget.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

The action supports the 2040 General Plan Mobility Element and all transportation-related plans and policies in the City of Alameda, including the Transportation Choices Plan, Active Transportation Plan, and Vision Zero Action Plan.

 

ENVIRONMENTAL REVIEW

 

This action relates to a funding agreement and is therefore not considered a project under CEQA Guidelines section 15378(b)(4). Any projects receiving these funds have already undergone or will undergo a separate CEQA review.

 

CLIMATE IMPACT

 

Funding from Measure BB and VRF Direct Local Distributions support bicycle, pedestrian, transit, and paratransit programs, which together help reduce transportation-related greenhouse gas emissions.

 

RECOMMENDATION

 

Adopt a resolution approving the Alameda County Transportation Commission Master Programs Funding Agreement for Measure BB and Vehicle Registration Fee Direct Local Distribution funds.
