EXECUTIVE SUMMARY
Backbone infrastructure is being replaced in Alameda Point’s Adaptive Reuse Area (Reuse Area) through the City of Alameda’s (City) Capital Improvement Program with funding from the sale of buildings in the Reuse Area. On March 15, 2022, City Council awarded an Agreement to Andrew M. Jordan, Inc., DBA A&B Construction (A&B) to construct a project that included new East Bay Municipal Water District (EBMUD) water facilities and all backbone infrastructure improvements in Phase 1 and water only improvements in Phase 2, as shown in Exhibit 1. Backbone infrastructure includes new sewers, storm, joint trench, street lighting, landscaping, and complete streets with bike and pedestrian facilities. The improvements executed under the subject Agreement are complete and acceptable to staff. Staff recommends that the City Council accept the work of A&B for the Alameda Point Reuse Area Infrastructure Replacement Phase 1 and Phase 2, No. P.W. 11-19-55.
BACKGROUND
On February 4, 2014, upon acquisition of major portions of Alameda Point from the United States Navy (Navy), the City Council approved the necessary planning documents for redevelopment of Alameda Point, including the Master Infrastructure Plan (MIP). The approved MIP, including recent amendments, provides the master plan for the phased replacement of the Navy’s outdated and substandard utility infrastructure, including water, sewer, storm drain, electrical, gas, telecommunications, and surface street improvements at Alameda Point. Pursuant to the MIP, new infrastructure will be implemented differently in the Reuse Area than in the development areas to address the specific infrastructure requirements needed to preserve the Historic District within the Reuse Area. Since the Reuse Area is comprised of the Historic District that constrains the new development process, the buildings within the Reuse Area will be sold and reused incrementally to private property owners on a parcel-by-parcel basis. Upon receipt of funds from the sale of the properties within the Reuse Area, the City oversees the logical implementation of the new infrastructure in the Reuse Area.
DISCUSSION
On March 15, 2022, City Council awarded an Agreement in the amount of $31,277,673, including contingency, to A&B, for Alameda Point Reuse Area Infrastructure Replacement Phase 1 and 2, No. P.W. 11-19-55. The project included new EBMUD water facilities and all backbone infrastructure improvements in Phase 1 and water only improvements in Phase 2, as shown in Exhibit 1. Backbone infrastructure includes new sewers, storm, joint trench, street lighting, landscaping, and complete streets with bike and pedestrian facilities. The project was completed in accordance with the plans and specifications and is acceptable to the Public Works Department. The final cost, including all change orders, is $31,040,601.71.

• Accept the work of A&B, as presented by staff.
• Do not accept the work and give staff alternate instructions.
FINANCIAL IMPACT
The Alameda Point Backbone Infrastructure Capital Improvement Project (C75000) was established in 2017 to receive building sale proceeds from the Reuse Area and other Alameda Point funds needed for the design and construction of backbone improvements in the Reuse Area. To date, $39,787,277 has been appropriated to C75000, which includes funds for the design of all three phases of infrastructure in Exhibit 1 and funds for this first phase of construction that staff is recommending for City Council’s acceptance. The remaining $237,071.29 of contract balance with A&B will be returned to C75000’s project balance. Funds will be used to pay any outstanding balance due to EBMUD for construction oversight and to advance subsequent phases of backbone infrastructure in the Reuse Area. There is no impact to the General Fund.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
The General Plan LU-21 supports the development of Alameda Point’s Adaptive Reuse District for employment and business uses. Further, the General Plan supports complete streets, which are designed for all modes of transportation as follows: General Plan policies LU-3 Complete Streets and ME-10 Movement, Action A, Complete Streets.
City Strategic Plan Project TIE20 is to, “Continue infrastructure improvements at the Base including the design of Alameda Point Adaptive Reuse Area Phase 2 and 3”.
ENVIRONMENTAL REVIEW
On February 4, 2014, the City certified the Alameda Point Final Environmental Impact Report (EIR) in compliance with CEQA. The Final EIR evaluates the environmental impacts of redevelopment and reuse of the lands at Alameda Point - including the type and intensity of work described in this staff report - consistent with the Alameda Point Zoning Ordinance and MIP, which included the Reuse Area. None of the circumstances necessitating further CEQA review are present, as the proposed project would not require major revisions to the Alameda Point EIR due to new significant impacts or due to a substantial increase in the severity of the significant environmental effects. There have been no substantial changes with respect to the circumstances under which the project would be undertaken that would require major revisions of the Alameda Point EIR due to new or substantially increased significant environmental effects, and there has been no discovery of new information of substantial importance that would trigger or require major revisions to the Alameda Point EIR due to new or substantially increased significant environmental effects. For these reasons, no further environmental review is required.
On a separate and independent basis, in accordance with CEQA, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15061 (Common Sense).
CLIMATE IMPACTS
The project constructed four blocks of new complete streets, which include capture and treatment of 100% of the stormwater runoff and provides for safe multi-modal travel. In addition, the demolished street pavement was crushed and reused on site for utility backfill and street base rock. This recycling process saved nearly 2,000 truck trips on and off the island resulting in significant benefits to local traffic, landfill capacities, air quality and greenhouse gas reduction.
