EXECUTIVE SUMMARY

 

The City of Alameda (City) issued plans and specifications for the Harbor Bay Business Park Bus Stops and Ferry Terminal Improvements, Project No. P.W. 02-23-01 on April 25, 2025.  This project is three miles in length and includes concrete, asphalt, landscaping, signage, and striping updates in the Harbor Bay Business Park and in the Harbor Bay Ferry Terminal parking lot. Staff requests City Council award the Agreement to Globe Engineering Development, the lowest responsive bidder, in an amount not-to-exceed $815,271.60, including contingency. In addition, staff requests City Council adopt a resolution to amend the Fiscal Year 2024-25 Capital Budget by increasing revenues and appropriations to Capital Improvement Program (CIP) C62100 by $261,000.

 

BACKGROUND

 

The Transportation Improvement Fund (TIF), Fund 287, was established in 1989 with a portion of the annual parcel tax revenue generated within Harbor Bay Business Park Development being deposited into this special fund for the intended purpose of implementing traffic mitigation projects due to the build out of the business park development.  A list of approved traffic improvement projects to be funded by the TIF are maintained in an Infrastructure Agreement, which was amended on October 1, 2019 and again on November 1, 2022. 

 

On November 1, 2022, City Council appropriated $900,000 from the TIF to establish a Harbor Bay Business Park Shuttle Stop Improvements and Signage project, CIP C62100. Since then, the City has been working with the Harbor Bay Business Park to layout and design shuttle stops and bus shelters that are modern, inviting, and consistent with Americans with Disabilities Act (ADA) standards. In addition, wayfinding signage improvements for the business park were installed and additional are in design. Shuttle stop improvements and wayfinding signage are eligible traffic improvement projects in the Second Amendment to the Infrastructure Agreement.

 

As part of the Fiscal Year 2023-24 mid-year budget, City Council appropriated an additional $135,000 from the TIF for ADA improvements at the Harbor Bay Ferry Terminal Lot.  The City’s ADA Transition Plan identified accessibility barriers and the City has received complaints related to inadequate accessible parking at the ferry terminal lot. Landside improvements at the Harbor Bay Ferry Terminal are an eligible traffic improvement project in the Second Amendment to the Infrastructure Agreement. City staff elected to combine the ferry terminal parking lot improvements with the shuttle stop improvements for economy of scale, reducing both anticipated construction costs and construction administration efforts. Wayfinding signage was implemented under a separate agreement.

 

DISCUSSION

 

To solicit the maximum number of bids and most competitive price, notice of project Advertisement was placed on the City’s website and published in the Alameda Sun on April 25, 2025. Bids were opened on May 15, 2025. After a bidding period of 20 days, 7 contractors submitted bids. The bid result is as follows:

 

The project includes a base bid and two bid alternates that provide flexibility on how much of the work to award. The Base Bid is composed of constructing ADA improvements throughout the project and bus shelters at three shuttle stops, while Bid Alt A and Bid Alt B includes constructing bus shelters at four additional shuttle stops. The basis of determining the low bidder is the lowest price on the base bid items. Due to favorable pricing, staff recommends awarding both Bid Alt A and Bid Alt B and the Total Bid in the table below is the sum of the Base Bid, Bid Alt A, and Bid Alt B.

Public Works staff contacted references provided by the lowest bidder and received positive feedback on the ability of the company to meet the project requirements and the quality and timeliness of their work.

 

Staff recommends awarding an agreement to Globe Engineering Development for a total bid amount of $815,271.60, which includes a 10% contingency in the amount of $74,115.60. The contractor is not guaranteed any of the contingency amount and use of the contingency will be at the sole discretion of the City for work not originally anticipated in the plans and specifications. The specifications also informed the successful bidder that they shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. The Agreement is attached as Exhibit 1.

 

ALTERNATIVES

 

                     Award the Agreement as presented.

                     Adjust or modify scope within the Agreement.

                     Do not award the Agreement and provide alternative direction to staff.

 

FINANCIAL IMPACT

 

City Council appropriated $1,035,000 from the TIF to Capital Improvement Project (CIP) C62100 for Harbor Bay Business Park bus stop improvements, wayfinding signage and ferry terminal lot improvements.  Additional funds are required to award this construction cost and meet the total project cost of $1,295,271.60.  Staff is requesting an additional appropriation of $261,000 of TIF (Fund 287) available balance to CIP C62100.

Maintenance of the shuttle stops will be addressed by the City’s Landscape and Lighting District.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

The project supports City Council adopted policies related to the ADA Transition Plan, greenhouse gas reduction, and transportation mode shift.  General Plan policies support building Complete Streets, which are designed for all modes of transportation (LU-3); providing a variety of transit options and improving bus and ferry facilities in proximity to employment areas (LU-13); improving the local roadway network to support all mobility choices (CC-7); and enhancing access to transit for people of all ages and abilities to promote Active Transportation (ME-14).

 

In addition, this project is consistent with the Climate Action and Resiliency Plan and the Alameda Municipal Code by requiring a 95% recycling rate for asphalt and concrete and 65% for all other construction and demolition debris.

 

This action is subject to the Levine Act.

 

ENVIRONMENTAL REVIEW

 

In accordance with CEQA, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Section (Existing Facilities).

 

CLIMATE IMPACT

 

Transportation generates over 70% of the greenhouse emissions in Alameda. The project directly improves bus operations and infrastructure and the Ferry Terminal facility and encourages its use, which reduces greenhouse gas emissions from the City’s transportation sector.

 

RECOMMENDATION

 

Authorize the City Manager to execute an agreement with Globe Engineering Development for the Harbor Bay Business Park Bus Stops and Ferry Terminal Improvements, Project No. P.W.02-23-01, in an amount not-to-exceed $815,271.60 including a 10% contingency; and adopt a resolution amending the Fiscal Year 2024-25 Capital Budget by increasing Revenues and Appropriations to Capital Improvement Program C62100 by $261,000.
