EXECUTIVE SUMMARY
Staff is recommending that City Council Approve Jennifer Ott, City Manager, Abigail Thorne-Lyman, Base Reuse and Economic Development Director, Alesia Strauch, Base Reuse Manager, Len Aslanian, Assistant City Attorney, and Andrew Schmieder, Senior Director, Cushman & Wakefield, as Real Property Negotiators for 1701 Monarch Street, Building 29, 1951 Monarch Street, Building 25 and 2301 Monarch Street, Building 24 (Premises), which are multi-tenant buildings owned by the City of Alameda (City), which will allow them to meet with City Council in closed session to discuss price and terms related to lease of the Premises in a manner compliant with all applicable laws and to represent the City in negotiations with Alameda Point Beverage Group dba BRIX Beverage, La Costa Pacifica, St. George Spirits, Dashe Cellars, Dreyfuss Capital Partners, LLC, and Lava Mae.
BACKGROUND
1701 Monarch Street, Building 29, and 1951 Monarch Street, Building 25, are multi-tenant buildings owned by the City and may be demolished as part of the De-Pave Park Master Plan. The timeline for the development of De-Pave Park is predicated on completing the design process, budgeting, and securing the funding necessary for construction of the final design and obtaining required municipal and regional jurisdictional approvals. City staff do not anticipate construction of De-Pave Park, and building demolition, to begin prior to March 2029, and it may occur later. In planning for the project and in considering the future leasing strategy for Alameda Point, staff is recommending that City Council approve Jennifer Ott, City Manager, Abigail Thorne-Lyman, Base Reuse and Economic Development Director, Alesia Strauch, Base Reuse Manager, Len Aslanian, Assistant City Attorney, and Andrew Schmieder, Senior Director, Cushman and Wakefield, as Real Property Negotiators for the Premises.
DISCUSSION
Under Government Code Section 54956.8, Title 5, Division 2, Part 1, Chapter 9, City Council must identify, in an open and public session, the real property negotiators for negotiation of the price and terms concerning real property, such as the Premises. Staff is recommending that City Council approve Jennifer Ott, City Manager, Abigail Thorne-Lyman, Base Reuse and Economic Development Director, Alesia Strauch, Base Reuse Manager, Len Aslanian, Assistant City Attorney, and Andrew Schmieder, Senior Director, Cushman & Wakefield, as Real Property Negotiators for the Premises, which will allow them to meet with City Council in closed session to discuss price and terms in a manner compliant with all applicable laws and to represent the City in negotiations with a public or private party.

• Choose not to negotiate terms related to occupancy and leasing of the Premises, and thus do not identify negotiators.
FINANCIAL IMPACT
There is no financial impact from the approval of real property negotiators.

ENVIRONMENTAL REVIEW
This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required.
