Re: Recommendation to Approve a Five-Year Waiver of License Fees with Alameda Point Concours for Use of the Parade Grounds at Alameda Point Located on the Former Naval Air Station Alameda (NAS Alameda).
BACKGROUND
In 2016, Alameda Point Concours hosted their inaugural Alameda Point Concours d’Elegance (Concours d’Elegance), an exhibition for vintage and classic automobiles. Proceeds from the event were donated to the Boys and Girls Club, the Alameda Don Grant Youth Track Club, the Navy Sea Cadets, and the Alameda Police Foundation.
Alameda Point Concours is planning to make the Concours d’Elegance an annual event at the Parade Grounds at Alameda Point and is requesting the license fee be waived for the next five years.
DISCUSSION
One of only five Concours in Northern California, the goal of Alameda Point Concours is to exhibit vintage and classic automobiles while at the same time to put Alameda and Alameda Point on the map as one of the top destinations for this type of event. The inaugural Concours d’Elegance had over two hundred twenty (220) registered automobiles and an estimated three thousand people in attendance at last year’s event. Local Alameda automobile collectors were showcased during the Concours and there were even a few prestigious non-local collectors who showcased one of a kind automobiles. Participants included both Bay Area residents and participants from across the United States, with some entrants coming from as far as Georgia. The 2017 Concours d’Elegance is anticipated to have greater attendance and participation than the 2016 event.
The Concours d’Elegance is good for local businesses because it adds to the tourism activities of Alameda. In addition, many of the Alameda Point businesses were spotlighted throughout the event. The Alameda Point Concours will need to hire companies to provide services ranging from catering to making banners to hotel rooms, and people in attendance will shop and dine at Alameda businesses. Alameda Point Concours also plans to include local community groups such as the Alameda Rotary Club and has welcomed back the Coast Guard to participate in this year’s event.
FINANCIAL IMPACT
The license fee (aka rental fee) for Alameda Point events is $1,500 per day. The Concours event is two days (one day for set up and one day for the event) and, therefore, the City will be waiving at least $3,000 annually over the next five years (fees subject to annual increases).
