DRAFT MEETING MINUTES OF THE
CITY OF ALAMEDA PLANNING BOARD
MONDAY JUNE 8, 2026
1. ROLL CALL
The meeting was called to order at 7:00 p.m.

Present: President Cisneros, Vice President Ariza and Board Members Hom, Tsou, Wang and Saheba
Absent: Board Member Ruiz
2. AGENDA CHANGES

3. NON-AGENDA PUBLIC COMMENT
Rose Hui (*2:02) discussed the nonprofit organization “My Mother’s House”. This nonprofit’s vision is to create a community where different groups support one another, from senior citizens to single mothers. She discussed ways that Alameda could be involved. There were no public comments on this item.
Board Member Hom made a motion (*6:22) to approve the Consent Calendar. Board Member Wang seconded this motion, and the motion passed 6-0 with one absence (Ruiz).
5. REGULAR AGENDA ITEMS
5-A 2026-6087 - 6 Study Session on the Future Development of the Main Street Neighborhood North Area in Alameda Point. In accordance with the California Environmental Quality Act (CEQA), this study session is categorically exempt from further environmental review pursuant to CEQA Guidelines section 15262 (Feasibility and Planning Studies)
Nicole Franklin, Base Reuse Manager, introduced (*6:56) this item and gave a presentation. The staff report and attachments can be found at:

Andrew Thomas, Planning Building and Transportation Interim Director, was available to answer questions and give content.
Public Comment for item 5A
Bobeck Parandian (*1:01:47) discussed businesses he had opened in Alameda. He discussed the theater at 2700 Saratoga Ave and the plan to revive the theater and to create a rental space, theater, shops and a post office. He discussed the need for more community space and shopping areas.

Andrew Thomas gave an update (*2:07:30) discussed upcoming agenda items and items that were headed to City Council, including The Alameda Marina Master Plan Amendment which was headed to City Council on June 16th.
